Requesting a new, or extension of an existing CPZ (Controlled Parking Zone

The process for Highways to consider any road(s) for inclusion into a CPZ can be found within our CPZ policy.
The consultation of this would need to be undertaken by either the Local Ward Councilor or residents to ascertain the level of support within the road(s) for such a scheme and there are the following factors with regards to the potential implementation of a CPZ to consider.

  • Parking within the Road(s) requested will be formalised to ensure safe and legal parking within the zone.
  • All parts of the public highway included in the proposed CPZ zone will need to be covered by either a prohibition of parking or a parking bay to allow parking within the zone.
  • Any advisory Disabled Bay will be removed if the CPZ is implemented, as advisory bays cannot legally exist where enforceable parking restrictions are in place.
  • Consideration must be given to the impact of implementing the proposed CPZ Zone, as these restrictions would potentially displace parked vehicles onto neighboring roads outside the proposed zone.
  • The policy requires a response rate of at least 75% of all properties within the area being considered and at least 55% of all properties within the zone must be in support of this scheme.

After the consultation has been completed, please send the responses to Highways for review. We will then determine if they meet the criteria for potential implementation.

There will be a cost to the implementation of the scheme which will require an increased permit fee for the first 3 years of its installation to recover the cost of advertisement and installation of the necessary signs and road markings.
