Recruitment for Independent Remuneration Panel Members

Do you have experience working at a senior level? For example, in business, the voluntary or charitable sectors, or in public administration.

Are you interested in the work of the Council?

Can you think independently? Do you have sound judgement and the ability to understand issues? Can you make objective, evidence-based recommendations?

We are looking for volunteers to join the Independent Remuneration Panel. Panel members must be able to:

  • review benchmarking data
  • hear evidence from Councillors and Senior Officers on the roles and responsibilities of Councillors and Co-opted Members
  • make informed, objective, evidenced based recommendations to the Council on the amount of allowances and expenses that should be paid to each position

What do the panels do

The Panel fully reviews the amounts paid to Councillors and Co-opted Members. This happens every four years following the Local Government Elections. This is set out in the Members’ Allowances Scheme.

They may also be consulted in between the full review on any minor changes proposed to the Scheme.

Who is on the Panel

The Panel is currently made up of three independent volunteers. It is Chaired by Bryony Holden, Chief Executive of South West Councils. We are looking to recruit an additional Panel Member to join the existing Panel.

The post is on a voluntary basis for a four year term.

Who cannot be on the Panel

Members of the Independent Remuneration Panel must not be:

  • an elected member of Torbay Council or Brixham Town Council
  • a member of any committee of Torbay Council
  • disqualified from becoming a member of Torbay Council or Brixham Town Council

Would I receive training

We will provide training for the role.

How much time would I need to give

The full review usually takes place over three or four days. We hold meetings on Teams.

Further consultations are normally carried out via email.

Payment for serving on the panel

Service on the panel is voluntary. We will consider reasonable expenses.
