We aim to ensure all public toilets are well maintained and kept in a clean and safe condition. Healthmatic Ltd carries out this work on our behalf.

Our public toilets are cleaned and maintained on a routine basis. The toilets do not have attendants but the cleaning frequency is continually reviewed by using the data recorded for the number of users as each access is counted. However, our toilets are only as clean as the last user. Unfortunately, if you are witness to a previous user leaving the facility in an unclean state or if consumables are not replenished please call Healthmatic and quote facility location displayed on the sign in the toilet. Healthmatic runs a team of mobile cleaners and has a response time to attend.
If a toilet has been vandalised or the payment system or equipment within the toilet is not working please report it to Healthmatic. A maintenance operative will then attend within the hour.
Over £1.7 million is being invested in modernising toilets across Torbay with Healtmatic carrying out the work for us.
To support the funding of the modernisation work and the increased cleaning regime, a charge to use the toilets has been introduced. Charges are currently set at 30p.
We have contactless payments at our toilets which is in line with national trends for all services to reduce the risk and financial pressures of using coin/cash handling systems. Contactless payments are now internationally recognised as a safe way of payment by either using your debit/credit card or smartphone.
We do not have pre-payment cards for our toilets. This helps us keep the entrance fee and administration costs as low as possible.
We no longer use RADAR keys in our toilets. Unfortunately, the RADAR key scheme is not regulated and a key can be purchased by anyone for less than £2. This has resulted in many of our toilets becoming vandalised or a target for anti-social behaviour. To keep all of our toilets in a clean and a ‘home from home’ environment we have a fee paying system.
The refurbishment of all the public toilets in Torbay is continuing. There will be temporary closures of toilets on an individual basis as refits take place or deep cleaning is in process.
We aim to keep some reduced facilities open during these works or provide temporary facilities.
We are continuing work to ensure there are more Changing Places public toilets in Torbay. We are working with a range of partners and with government funding. These toilets are for people who cannot use standard accessible toilets. This includes people who have:
We already have a Changing Places public toilet in Paignton. We are currently delivering a new facility in Brixham. This should be complete over the summer of 2024.
