If you see water coming through the surface of the road or pavement, it is most likely connected to the failure of an underground pipe. Some underground pipes are in private ownership, some are maintained by us but the majority of pipes are owned and maintained by South West Water.
If South West Water don't already know about a leak please report it to them.
