Disabled parking permit
Find out how to apply for a parking permit if you have a blue badge.
The cost of the permit is £46.50. The permit application process may take up to 15 working days after receiving all the necessary evidence.
We offer a car park permit for eligible Blue Badge holders allowing them to park in any pay and display car parks owned by us, excluding the Lower Union Lane car park, which requires payment upon exit.
The permit must only be used when the blue badge holder is in the vehicle with the valid blue badge.
A maximum of one permit may be issued to any eligible blue badge holder. Requests for additional permits will not be authorised.
In order to be eligible for a disabled parking permit you must be in receipt of one of the following:
- The higher rate mobility component of Disability Living Allowance (DLA)
- The enhanced rate mobility component of Personal Independence Payment (PIP)
- War pensioners’ mobility supplement (WPMS)
You will need to provide proof of your entitlement which must be dated within the last 12 months and in the address that you have applied for.
It is unusual for applicants not in receipt of one of the above benefits to receive a Disabled Person’s Parking Permit.
Applicants who are over the age at which the above allowances will be paid may apply for a permit if your doctor or a healthcare professional is willing to confirm in writing the following two things with regard to your mobility:
- That your reduced mobility is in no way related to your age.
- How the disability affects your mobility and the problems you experience.
You will also need to provide a new doctor's letter dated within the last 12 months at the time of each renewal. You must pay any fee charged for supplying this information.
Please note, your nominated vehicle's registration number is linked to your disabled parking permit. If you change your vehicle, your permit will need to be reissued. In order to do this please complete the online form below – ‘Amend your existing car park permit’. Or alternatively, you may write to us with details of the new registration number and the administration charge of £25 (cheque or postal order payable to Torbay Council). This should be sent to:

You will receive an email or written confirmation when this has been processed, and you will not be covered to park in the car parks until you receive this.

Please note that the account you are creating needs to be in the name of the applicant of the permit.
