We are in discussions with the tenant of the Pavilion to ensure the best future is secured for the Grade II listed building.   

Various options are being considered by us (as the landlord) which includes revisiting the conditions of the lease, taking any necessary enforcement action, and seeking legal advice regarding taking the building back under our direct control.

The costs of fully refurbishing the Pavilion continued to escalate during 2022 and the immediate opportunities for a funding solution have receded. It remains a priority for us to find a solution that prevents further deterioration of the building, which is of historic and cultural significance to Torquay.

£2million of Towns Funding secured by us has already been allocated to the Pavilion project and specialist survey work to look at the inner core of the building has already taken place.

Cllr Darren Cowell, Deputy Leader of Torbay Council said; “It is important that a heritage asset, like the Pavilion, has a future use that is viable and sustainable, that’s why we are moving forward with discissions to ensure that best future outcome is secured.”

Cllr Swithin Long, Cabinet Member for Economic Regeneration, Tourism and Housing for Torbay Council, said; “We have been working with and talking to the tenant for some time and now we want to conclude those discussions. In order to make that happen we are looking at a range of options and hope to agree on a way forward in the early part of 2023.”

Once sensitive discussions have concluded with the tenant, we will be in position to provide more information on longer-term plans to bring the building back into use.
