The Strand and harbourside in Torquay are one of the key locations in the town centre, and it is important that this area is an attractive location.

We gained planning permission to redevelop 12-14 The Strand (former Debenhams building) in early 2023. However, the scheme we were hoping to deliver became unviable due to a range of well publicised external factors.

With our Regeneration Partners, Willmott Dixon and Milligan we are developing a revised scheme that will significantly transform Torquay’s harbourside. It will be a mixed-used scheme that stretches from 7-14 The Strand and links the harbourside with The Terrace. The scheme will complement and enhance our wider public realm works.

A new planning application will need to be submitted for the revised scheme. At this stage we do not know when this is likely to be. As part of the statutory planning process, you will have the opportunity to comment on the proposals.

In anticipation of a revised scheme coming forward we have started to acquire some properties in the area.

No demolition work to any of the buildings along The Strand will happen before the autumn of 2025.

Funding

  • £2 million of Towns Funding has been allocated to this project.
  • We are investing around £5 million of funding from our Growth Fund.
  • Private sector investment will be required to deliver this scheme.
