To help us achieve this and improve our approach to Social Value we have adopted the use of the National TOMs Framework for Social Value and developed the Torbay TOMs Framework.

What is the National TOMs Framework?
The National Social Value Taskforce was formed to develop a national measurement solution for Social Value. They developed the National (TOMs) Social Value Measurement Framework which provides a set of:
- Themes
- Outcomes
- Measures
- Units
- Value
The implementation of our Social Value Procurement Policy has led to us developing the Torbay TOMs Framework (Light set & Master set) based on the Social Value Portal National TOMs Framework. This Framework will be used in all procurements over the value of £50,000 to seek Social Value commitments from bidders on measures that will make the most difference to Torbay.
The framework has been developed to meet the key ambitions for Torbay:
- Thriving People
- Thriving Economy
- Council Fit for the Future
- Tackling Climate Change
We have also looked in the development of the framework at how partners can support Torbay Councils role as a Corporate Parent ensuring our children and young people have the best possible outcomes for the future.
The Framework is structured around the 5 key themes of:
- Jobs: Promoting Local Skills and Employment
- Growth: Supporting growth of Responsible Regional Business
- Social: Healthier, Safer and more Resilient Communities
- Environment: Decarbonising and Safeguarding our world
- Innovation: Promoting Social Innovation
These will be our priority areas of focus for Social Value for the next 12 months alongside the implementation and operational rollout of our Social Value Procurement Policy.
