The new Torbay Social Value Procurement Policy outlines the strong commitment Torbay Council has to contributing to the development and growth of Community Wealth in Torbay. Its commitments go beyond the requirements of the Act and includes:
- A commitment to a minimum 10% scoring value on any procurements over the value of £50,000.
- The use of nationally recognised Themes and Outcomes Measures (TOM’s) to measure Social Value contributions that has been aligned with the Community & Corporate Plan 2019-2023 to support bidders in understanding ‘what matters most to Torbay’.
- A clearer process for weighting and scoring Social Value as part of the procurement process (including priority weightings where risks of modern slavery or significant climate impact are identified).
- A commitment for Social Value to be considered at all stages of project development within the Council (Strategic Planning, Business Case development, Service design, Procurement & Contract Management).
- A reinforcement of the responsibility of contract managers to monitor and report on social value outcomes.
