This document represents an update of the original study for Torbay which considers the impact of the credit crunch and slowdown in the housing market which has occurred since the original modelling was undertaken in 2007.

The following sets out Torbay’s current five year housing supply position and historical positions (since 2017).
These assessments follow consultation. Please note that the definition of “deliverable” changed in February 2019 with the publication of the final National Planning Policy Framework (NPPF). This imposes a significantly harder test for major sites with less than full planning permission being included in the five year supply, than was previously included in the 2012 NPPF.
The five year housing supply position is based on annual housing monitoring which takes place in April.

The Government requires Local Planning Authorities to prepare a Housing Delivery Action Plan, where their housing delivery has fallen below 95% of the housing requirement over the last 3 years (based on the Government’s housing delivery test). This should assess the causes of under delivery and identify actions to increase delivery in future years.
