This strategy is designed to build a workforce for the future and therefore supports Torbay Council’s ambition and vision for the community as set out in its Community and Corporate Plan.
We cannot deliver our vision without the people who make up our workforce. Through this strategy we will celebrate who we are, what we do and our impact, recognising the importance and contribution that our people make on a daily basis.
Our People Strategy will set out how we will do this though a clear set of outcomes and actions that have been developed from a range of sources including workforce data, consultation and engagement with our people as well as key performance indicators.
Everyone within our organisation has a responsibility for the delivery of this strategy for the best interests of our people and the community. In particular, our leaders and managers in setting the direction of travel and motivating and inspiring those around them. Some will have specific roles to play as will others identified in the action plan.
Professional advice and support will be provided to help guide and advise on its delivery at the various stages, including but not limited to: - Human Resources, Learning and Organisational Development, Finance, Engagement and Communications, Internal Engagement and Business Improvement and Change.
Engagement and consultation activities and events with our workforce have led us to better understand the environment and context within which we operate and the implications for our people.
Our workforce strategy has been developed in response to environmental factors but also the workforce data we have gathered and analysed to date (at the time of writing December 2023). From this, we have developed a set of priority outcomes, some of these are already in progress but some are aspirational and will be delivered by an associated action plan.
