Our success measures

It is critical that we regularly review and monitor our progress to make sure that we are delivering the outcomes we have set out to achieve.  The success of this strategy will be reviewed against a set of measures as follows: -

  • Human Resources Management Information – employee relations, absence, turnover and exit interviews.
  • Workforce Planning action plans
  • Employee Wellbeing data – staff wellbeing check-ins, feedback from information sessions, access to benefits and services
  • Recruitment statistics via our applicant tracking system, including number of applicants and key diversity information.
  • Workforce engagement activities and feedback – Managers Forums, Ask Us Anything, All Colleagues Briefings as well as Directorate forums and informal ‘open door’ sessions
  • Progress against our Target Operating Model
  • Strategic Risk Register and Key Performance Indicators – Recruitment and Retention, Health and Wellbeing of Staff,
  • Customer complaints and compliments
  • External Inspection Reports and feedback (e.g. Ofsted, CQC, LGA peer reviews)
  • Learning and development needs analysis
  • Whistleblowing reports
  • Internal Audit assurance

A set of baseline data will be developed from the above and focus will be on the review and measurement of the strategy themes and supporting actions. Regular evaluation will help shape the engagement with staff, plan for the forthcoming year and will be openly reported. Performance will be measured against the key performance indicators will be reviewed each year and, if necessary, adjusted to reflect any change to Torbay Council priorities or external factors.

How will we know if we have been successful?

The Our People Board will monitor and manage the delivery of the Our People Action Plan across all areas of the council.  The Board will be responsible for the governance of the strategy and delivery of the actions within it, although these will be assigned to named leads.  Key members of the Board will include a Senior Leader, as sponsor, as well as our employees. The Board will include departments needed to take the key actions forward, and stakeholders from across the Council to ensure will be invited to be a part of the Board and involved in its governance. The Our People Board will monitor the progress of the actions against the benchmark data to ensure that positive change is being affected. The Board will also manage risks and issues associated with the Our People Action Plan.
