Torbay Council Climate Change Action Plan

Find out about Torbay Council's new Climate Action Plan

Our new draft Climate Change Action Plan 2024-26 went to Cabinet on 18 February 2025.

The new plan builds on previous plans. These have already delivered many measures to reduce carbon emissions. Successes so far have included:

  • Energy efficiency measures at Torbay Leisure Centre. These include solar panels and air-source heat pumps. This saves around 320 tonnes of carbon dioxide every year.
  • Heat pumps at the Arid House at Torre Abbey. This saves around 100 tonnes of carbon dioxide over the project’s lifetime.
  • Funding for electric vehicle charging points around Torbay.
  • Planting 2,000 new trees across the Bay through Forestry Commission grants. These have created long-term woodland areas, helping to support biodiversity and store carbon.
  • Continuing work to speed up climate action in the Bay. We have done this with our partners on the Torbay Climate Partnership.

The new plan will deliver around 600 tonnes of carbon emissions savings each year. This is around a tenth of our current carbon footprint.

The actions will include:

  • Looking at how to decarbonise the least energy-efficient council-owned buildings. We will look at options for free energy from solar power and other renewable energy sources.
  • A new street lighting control management system and LED lighting system.
  • Improving our procurement and commissioning of external companies and providers. Contracts will cover carbon and sustainability accounting from the beginning.
