The Valuation Office Agency (VOA) is a government body in England and Wales. It is an executive agency of His Majesty’s Revenue and Customs. The agency values properties for the purpose of Council Tax and for non-domestic rates in England and Wales.
Check or Challenge your Business Rates Valuation
The rateable value may change if any physical changes are made to your property, for example, building or demolishing an extension. All changes must be reported to us immediately when they occur. As an owner, or charge payer, you also have the right to appeal to the Valuation Office Agency against the rateable value of your property, if you believe it is incorrect.
Rateable value Checks and Challenges are handled by the VOA. You can tell the VOA that:
- Your property details need changing.
- You think that your rateable value is too high.

Challenge your Council Tax band
Some homes may be in the wrong Council Tax band, and you have the right to challenge your current band free of charge through the Valuation Office Agency.
You do not need to use an agent for this service, and there are no fees involved. If the VOA agree that your band is wrong it will be altered, but please note that Council Tax bands can sometimes go up as well as down.
You’ll need to provide evidence to support your challenge. You must continue paying your Council Tax while the challenge is happening.
If you cannot use the online service you can also call the Valuation Office Agency (VOA) to challenge your Council Tax band.
