You can apply for a 25% discount on your council tax if the following both apply:
- someone living in your home is severely mentally impaired
- without them only one adult lives there
Tell us someone is severely mentally impaired
You may not have to pay council tax if everyone living in the property is severely mentally impaired.
For these reductions they must qualify for one of the following:
- attendance allowance
- employment and support allowance
- incapacity benefit
- the high or mid rate care component of disability living allowance (DLA)
- the daily living component of personal independence payment (PIP)
- severe disablement allowance
- constant attendance allowance
- the limited capability for work related elements of Universal Credit
- an increase in the rate of disablement pension for constant attendance allowance
- income support which includes a disability premium
- unemployability supplement
- unemployability allowance
We will need proof of the benefit and a completed doctor’s statement.

What happens next
After applying you must still pay the amount on your council tax bill until you hear from us.
We'll check every year that you should still get the discount. We may cancel your discount if you don't reply when we contact you.
Tell us about a change
If you no longer qualify or something changes you must tell us within 21 days. You may have to pay a fine if you don't tell us.
Appeals
If we refuse your application and you don't agree with our decision you can appeal. Once we get your appeal we will decide within two months.
