Welcome to Torbay Council’s Procurement pipeline. We are excited to share upcoming opportunities with you and provide information about the types of services that we are engaged with. Not every contract is an immediate opportunity, but whether you represent an SME, a VCSE, or a larger business we invite you to become part of Torbay’s growth story where we aim to build a strong local economy through collaboration and innovation whilst creating a lasting positives impact to the local area.
We are looking for a service to be delivered to promote and provide an Independent Health Complaints Advocacy (IHCA) Service to support people over the age of 16, living in Torbay, with complaints in relation to NHS services or NHS funded services. This Service may also extend to people living elsewhere, who have accessed Torbay NHS services. The IHCA Service will be required to meet the statutory regulations set out in the Local Authority Social Services and National Health Service Complaints (England) Regulations 2009.
We may be looking for a supplier to support Learning Disability Partnership Board Ambassadors. This will include attending meetings, outlining work required, and supporting work to carry out work between meetings
We are going to be looking for a provider of a Voluntary and Community Sector Helpline, Hub and Community Connectors.
We will be seeking a supplier to provide a Letter Box book offer to include book packs and resources based on the curriculum which are also sensitive to the issues of children who are looked after. This will be required 6 times per year to increase confidence in reading and Key Stage number.
We will be looking to put a new contract in place for supplying tablets and associated software for our children who are looked after. The tablets will provide for: A safe learning platform for educational purposes only, utilising online publications which support core curriculum needs by age group. A learner’s trackable dashboard whilst allows the Torbay Council’s Virtual School the opportunity to report on useability and quality. Parental controls, or lock on internet usage. Annual or ‘on request’ reporting availability on productivity of usage.
We have an opportunity for a Contract for the provision of day care at Thistledown Nursery (at St Margaret's Academy), Barewell Road, Torquay, TQ1 4PA. This will require the delivery of quality childcare and education and be able to deliver integrated and inclusive day care for a minimum of 10 hours per day, 5 days per week, 48 weeks per year.
We may be seeking dedicated provider to support the delivery of youth homelessness advocacy.

We may be looking for a provider to deliver counselling and emotional support interventions for adult victims of domestic violence.
We may be seeking the provision of a Trauma Informed Practice Reflective Learning Programme in Torbay, delivered to staff and volunteers in the Council and other Statutory, Commissioned and Community and Voluntary sector organisations in Torbay. The requirement is for a reflective learning programme and not a traditional “training course” or toolkit.
Torbay Council will be looking to work in collaboration with a single experienced and accredited Provider of Enforcement Agency Services to improve collection rates across the following debt areas:
Lot 1 - Council Tax, Business Rates and Business Improvement District Debts (BIDS), Parking Penalty Charge Notices, Sundry Debts and Housing Benefit Overpayments, Commercial Rent Arrears, Execution of Arrest Warrants.
Lot 2 The Council is also looking for a Provider of Enforcement Agency Services to undertake County Court and High Court work across multiple debt types, and provide High Court Sheriff Services. This may include processing a debt from the issue of pre-proceedings documentation through to enforcing judgement.
We are looking for a supplier for the provision of National Assistance Act Funerals (Burials and Cremations) within the Torbay boundary. This service remains the responsibility of Torbay Council’s Community Safety Team and there is an opportunity for an award to a single supplier for this service.
We have an opportunity for a supplier to provide English language support to Refugees being resettled under specific Home Office Resettlement Schemes (UK Resettlement Scheme, Afghan Relocation and Assistance Policy, Afghan Citizens’ Resettlement Scheme).

The monies collected are then to be transported in a safe and secure manner and banked with Torbay Council’s bankers. The process must be secure, with full accounting records and audit trail. The process must comply with requirements of Torbay Council’s insurers and the Devon Audit Partnership.
