Torbay Local Plan Update Housing Growth Scenarios

Cabinet resolved on 17th November 2020 and 19th January 2021 to carry out a limited update of the Torbay Local Plan in respect of policies dealing with the supply of housing (Primarily Policies SS1, SS2, SS12 and SS13 and the Neighbourhood Plan “Strategic Development” policies). 

An “Issues” consultation was published between 22nd March 2021 and 4th May 2021, and a Housing and Employment Land Availability Assessment (HELAA) has been prepared. 

A number of potential growth options based on the HELAA have been developed.  In order to progress the update to the policies set out above the Council is required to consult (and will do so in early 2022) on these options as "Issues and Options" (Regulation 18 of the Local Planning Regulations 2012), and a decision of Cabinet on the options is required.

Consultation process

This report sets out options to consult on the Local Plan Update. The stages of Plan preparation are set out in the Local Plan Regulations (2012) as amended.

Consultees

An extensive list of consultees is set out in the Regulations and government guidance.

Reason for inclusion in Forward Plan: When adopted the Local Plan will be the legal starting point for determining planning applications, and sets a strategic framework for Neighbourhood Plans.

Key Risks: The government's "standard method" housing need figure sets a minimum level of housing in an area. This currently stands at 559 per year. It is unlikely that any growth option will achieve this level of housing. Until the Local Plan Update is adopted, planning decisions involving the supply of housing will need to be determined on the basis of the Presumption in Favour of Sustainable Development.
