Amendment to Torbay Council Byelaws
The Council is seeking an amendment to the Byelaws with respect to pleasure grounds in order to allow cycling in Torbay parks and pleasure grounds on designated routes only. The amendment will use an approved wording, as set out in the Model Byelaw 2 on the central Government Communities website, and will need to be submitted to the Secretary of State for final approval.

Reason for inclusion in Forward Plan: This decision will enable key off road cycle routes to be provided through a limited number of Torbay parks and pleasure grounds, such as Hollicombe Head, improving road safety and sustainability, and reducing road casualties in Torbay.
Key Risks: If this action is not permitted key sections of the proposed Torbay Cycle network will not be able to implemented.
