The service plan is required by the Food Standards Agency under their Framework Agreement for Food Safety Enforcement. It informs both residents and the business community alike of the arrangements Torbay Council has in place to regulate food safety.

Reason for inclusion in Forward Plan: To ensure that effective food safety enforcement remains a priority in Torbay thereby helping to improve the health and wellbeing of both the residents and visitors to Torbay alike.
Key Risks: This forms the basis of protecting the public who use those food premises. It also forms part of the statutory requirement on Torbay Council to enforce food safety within the Bay and without it this may lead to government intervention.
