The report will look at the reshaping of Children’s Services, building on the 5 year financial plan and on alternative delivery mechanism for social care, education and youth services in the future.

Consultation process

The proposals and outcomes will be shared with all relevant partners through the formal methods of meetings and processes.  In addition to this face to face opportunities will be developed together with the use of media communications.

Consultees

The proposals have been consulted with through their individual constituents but a broader consultation will be required due to the wider impact on Torbay Council.

Reason for inclusion in Forward Plan: The proposals in the paper provide an opportunity to reshape the landscape of Children's Services in Torbay, provide better outcomes for the most vulnerable in society, higher levels of attainment for all children in schools and a supportive range of activities for your people within their communities. They will also provide the opportunity for Torbay Council to reshape and consider its structures in the future delivery of services.

Key Risks: The period of change required may be disrupted by continuing reduction in funding with a subsequent impact on levels of service, staff morale and an increasing demand in services.
