Reason for inclusion in Forward Plan: The Plymouth City Deal has potential to bring investment into Torbay as part of the wider City Deal area. As only the second round City Deal's it could generate national interest as a strategy for economic development.

Key Risks: The City Deal is not guaranteed to be approved by government, but approval of the governance and direction by partners ensures good governance of the proposal.
