Interim Shared Arrangement for Director of Public Health

Plymouth City Council have requested that Torbay Council consider an interim shared arrangement of our Director of Public Health. Under the new regulations this action would require a decision by Council even on a temporary basis and is also subject to the agreement of the Regional Director of Public Health England on 1 April 2013.

Reason for inclusion in Forward Plan: The new mandatory Public Health responsibilities are able to be fulfilled across two upper tier authorities and CCGs. The Health and Wellbeing Boards receive appropriate advice and support. The transferring NHS employees have stability and leadership relevant to their professional activities, appraisals, etc. It allows the opportunity to consider longer-term options including a shared arrangement across geographic Devon which may be more financially resilient and workforce resilient in the longer-term.

Key Risks: The risks include ensuring that a short-term arrangement still maintains the right focus on public health for each authority and the right level of leadership in relation to JSNA and Health and Wellbeing Boards and relevant CCGs.
