Minutes: It was reported that, in accordance with the wishes of the Conservative and Liberal Democrat Groups, the membership of the Board had been amended to include Councillors Thomas (D), Lewis (B) and Long in place of Councillors Bye, Sykes and Darling (S), respectively.

Minutes: The Board received an update on the development of an Integrated Care System within Devon and the proposed Local Care Partnership for Torbay and South Devon. In addition, two members of the public made representations to the Board.
Following the publication of the Sustainability and Transformation Plan for Devon, partners in the health and care system had been working collaboratively to create a clinically and financially sustainable health and care system. The creation of an Integrated Care System would not be the creation of a new organisation and it was noted that, in Torbay in particular, it would build on the existing integration between health and social care which was long established. Moving forward, work was continuing to ensure that primary care and mental health services formed part of the Integrated Care System.
As part of the development of the Integrated Care System, Local Care Partnerships would be established which, working with capitated budgets, would identify how services and resources could be planned to meet the needs of specific populations across Devon.
A discussion paper on the proposed Local Care Partnership for Torbay and South Devon was presented to the Board which highlighted that the aim was to strengthen the partnership working in place in Torbay and South Devon. The proposed work programme for the Local Care Partnership included:
· Prevention and early intervention · Asset based community development · Greater integration with primary care · Improved provision for people with severe, long term mental illness
It was recognised that there needs to be constant dialogue with the local community to ensure that they recognise what is being done to address the challenges within the health and care system. The Board was assured that further engagement was planned over the coming months and that the Board would be kept up to date as the work progressed.
