To consider the submitted report setting out the Council’s draft Corporate Plan for 2015-2019.

The Council considered the draft Corporate Plan 2015-2019 on the strategic ambitions for the Council and the principles within which the Council will operate.  It was noted the Plan was designed to provide an overarching framework for the ambitions of the Council and delivery plans would be formulated to underpin the Plan.

It was proposed by the Mayor and seconded by Councillor Haddock:

(i)         that the Corporate Plan 2015-2019 set out in Appendix 2 to the submitted report be approved; and

(ii)        that the Council notes that the Corporate Plan Delivery Plans will be prepared and presented to Council for approval along with the budget in February 2016. 

On being put to the vote, the motion was declared carried.

To consider the submitted report setting out the draft Corporate Plan for 2015 to 2019 and the recommendations of the Overview and Scrutiny Board from its meeting held on 8 July 2015.

The Council considered the draft Corporate Plan 2015-2019 on the strategic ambitions for the Council and the principles within which the Council will operate.  It was noted the Plan was designed to provide an overarching framework for the ambitions of the Council.  A revised officer recommendation was circulated at the meeting.

It was proposed by Mayor Oliver and seconded by Councillor Lang:

(i)         that the Corporate Plan 2015-2019 set out in Appendix 3 (page 142 ‘Corporate Plan on a Page’) to the submitted report be approved; and

(ii)        that the Council notes that the Corporate Plan Delivery Plans will be prepared and presented to Council for approval. 

During the debate and in accordance with Standing Order A16.9, the Mayor withdrew his motion with the consent of Councillor Lang (seconder) and therefore this item was withdrawn.

To consider the draft Corporate Plan for 2015-2019 and to hear from the Mayor and Executive Leads how the ambitions and targeted actions within the Plan may impact on future service delivery.

The Board considered the Draft Corporate Plan 2015/19 and received an update from the Mayor in relation to the consultation and how delivery plans would be developed.

The Board asked questions in relation to the consultation exercise and how the detail of the Corporate Plan would be developed.  The Board expressed its disappointment that the current draft did not include certain elements that it would assume such a plan should include.  There was currently no delivery plan, no targets against which performance could be measured and no risk assessment, especially in relation to the current financial challenges faced by the Council.

Resolved:  that the Corporate Plan be forwarded to the Council so that all Councillors are made aware of their views on the limitations on the current draft of the Plan and the Mayor and Executive Leads consider how they can address these concerns in the meantime.
