The Children and Young People's Plan will be fundamentally revised to acknowledge the changes in Children's Services following the last Ofsted inspection and the move towards new partnership arrangements. The Plan will also set out the Council's approach to its Corporate Parenting responsibilities. Further, recommendations will be made for corresponding amendments to other Policy Framework documents as appropriate.

(i)         that the draft Children and Young People Plan set out at Appendix 1 to the submitted report be agreed as the basis for consultation with the Council’s partners and stakeholders (including children and young people);

(ii)        that the Director of Children’s Services, in consultation with the Executive Lead for Children and Adults Services, be authorised to develop the action plan with the Children and Young People Plan taking into account the views expressed during the consultation period; and

(iii)       that the final draft of the Children and Young People’s Plan be agreed by the Mayor ahead of it being presented to the Council for consideration.

To commence the formal public consultation on the draft Children and Young People’s Plan.

Alternative options were set out in the submitted report but not discussed.

This decision will come into force immediately.

The submitted report set out the draft of the Children and Young People’s Plan which had been developed to ensure that the Council, working with local partners can articulate a clear strategic direction for the development and delivery of services for children and young people in Torbay.  The report also sought authorisation for the Director of Children’s Services to consult with the Council’s partners and stakeholders and subsequently, develop an action plan to ensure its priorities are delivered.
