To award the contract toRoyal Devon University Healthcare NHS Foundation Trust having been the preferred supplier of the procurement exercise and the Authority having completed the necessary stand still period.

Improving sexual and reproductive health outcomes for communities and people is an essential element of the service being provided.  Sexual and reproductive health services are a mandated function of the local authority public health grant and therefore services must be in place to be compliant with legislation.

Options considered were limited given the mandated nature of service provision and available budget.  However, three models were considered and after consultation with the public, including groups with poorer sexual health outcomes, other local authorities, the provider market, and national best practice the model proposed was put out to the market.

The decision will be implemented immediately with the new contract commencing from 1 July 2025.

Further to the Decision of the Cabinet on 25 April 2024 (Minute 106/4/24 refers), the Council has completed a procurement process for sexual and reproductive health services in Torbay and the Director for Public Health was therefore required to award the contract for integrated sexual and reproductive health services to the successful provider.
