Decision:

To implement the parking restrictions contained within the Borough of Torbay (Various Streets, Torquay) (Control of Waiting, Loading and Unloading) Amendment Order No4 2023.

Reasons for the decision:

The proposals in this Order are to assist with road safety and traffic flow along Livermead Hill and at its junction with Cockington Lane, and to also provide a dedicated loading area for use when nearby property development has been completed.

 

The proposals were advertised in a Public Notice in the Herald Express on 13th December 2023, an initial consultation period of 21 days was provided for members of the public to submit any objections to the proposals, notices were also placed out on site, this consultation period was then extended for a further 14 days to allow sufficient time for residents to fully review the proposed scheme.

 

Objections were received and reviewed by the Cabinet Member for Pride in Place and Parking on 14th May 2024. The objections focused on the loading bay, Highways Officers confirmed that the restriction was formally required to allow parking enforcement to take place. Following consideration of the letters of objections, Cabinet Member for Pride in Place and Parking confirmed that he supported the highways recommendation to the Director of Pride in Place to implement as advertised.

The alternative was not to proceed with the changes to the parking restrictions.

Implementation:

Highways will instruct implementation of the required markings and signage.

Information:

Proposal to add a loading bay on Livermead Hill, Torquay, and to place a loading ban on the rest of the section of road between its junctions with Underhill Road and Cockington Lane. A section of loading ban is also proposed on Cockington Lane at its junction with Torbay Road and Livermead Hill. The proposals are detailed within the “Borough of Torbay (Various Streets, Torquay) (Control of Waiting, Loading and Unloading) Amendment Order No4 2023”.
