Decision:

To implement the parking restrictions contained within the Borough of Torbay (Various Streets, Paignton) (Control of Waiting, Loading and Unloading) Amendment Order No1 2024.

Reasons for the decision:

The proposals in this Order are to assist with road safety and traffic flow along the main length of Waterside Road. During 2023, Waterside Road a marked increase in the number of vehicles being left on a long-term basis, and from June 2023 onwards there were repeated issues of vehicles being lived in on the road, potentially due to the lack of parking restrictions which prevent any parking enforcement action from occurring.

 

The proposals were advertised in a Public Notice in the Herald Express on 1st May 2024, a consultation period of 21 days was provided for members of the public to submit any objections to the proposals, notices were also placed out on site.

 

There were 2 objections received against the notice and 18 letters of support. The recommendation from highways was that due to the high level of support, that the restrictions should be implemented as advertised. Councillor Billings was consulted on the representations that had been received but declared a pecuniary interest and had no further involvement.

Alternative options considered:

The alternative was not to proceed with the changes to the parking restrictions.

Implementation:

Highways will instruct implementation of the required markings as soon as possible.

Proposal of double yellow lines to be added to the majority of Waterside Road, Paignton, as detailed within the “Borough of Torbay (Various Streets, Paignton) (Control of Waiting, Loading and Unloading) Amendment Order No1 2024”.

Interests and Nature of Interests Declared:

The Director of Pride in Place did not have any conflict of interest in granting this decision.  Councillor Billings as the ward member for Churston with Galmpton declared a pecuniary in this proposed restriction.
