The Torbay Children and Young People’s Plan sets out the priorities of the Council and Children’s Services Strategic Partnership in delivering services to children, young people and their families.  The existing Plan runs until 2023 and it is not expected to need major amendment, although it is likely that the associated action plan will be updated.

That the refreshed Children and Young People’s Plan – Protecting all children and giving them the best start in life 2018-2023 appended to this Record of Decision be approved.

To ensure that the Children and Young People’s Plan is up to date and reflects the changes in the statutory intervention as part of Torbay’s Improvement Journey.

The Torbay Children and Young People’s Plan sets out the priorities of the Council and Children’s Services Strategic Partnership in delivering services to children, young people and their families.  The existing Plan was approved on 21 June 2019 and runs until 2023.  The Director of Children’s Services and Cabinet Member for Children’s Services have undertaken a review of the Plan and its associated action plan in light of current working practices and policies.  Amendments to the plan reflect firstly the termination of the statutory direction associated with the arrangements to receive support from Hampshire and Plymouth Councils, and secondly have strengthened Torbay’s approach to localised partnership working to maximise the benefits to our children, young people and their families.  The Plan was presented at the Newly established Children’s and Young Peoples Strategic Partnership Board, chaired by Councillor Law and met with approval from the members.

In accordance with Paragraph F8.1 of the Constitution, the Leader of the Council and Group Leaders were consulted on the proposed refreshed Children and Young People’s Plan.
