Decision:
That the Interim Plan for local government reorganisation impacting on Torbay be submitted to the Ministry for Housing, Communities and Local Government.
Reasons for the decision:
To give effect to the decision of Cabinet on 18 March 2025 and to enable Torbay’s initial views on future potential local government reorganisation in Devon were submitted to MHCLG by the prescribed deadline.
Alternative options considered:
No other options were considered as submission of the Interim Plan for local government reorganisation had been directed by the Cabinet.

Implementation:
This decision will come into effect immediately.

The Cabinet on 18 March 2025, granted the Chief Executive, in consultation with Leader of the Council, delegated authority to submit an interim plan for local government reorganisation impacting on Torbay to the Ministry for Housing, Communities and Local Government (MHCLG) on or before 21 March 2025.
In accordance with the Cabinet’s decision, the Interim Plan for local government reorganisation has been submitted.
