Following approval to establish the Masterplan Programme in June 2015, the Masterplan Programme Board is recommending to Council the delivery route for the priority sites for town centre regeneration.  The Programme Board will also be making additional recommendations on how the Council should support the achievement of the positive outcomes for the community.

That the Chief Executive be requested to defer the Transformation Project – Masterplan Delivery/Town Centre Regeneration – Delivery Strategy to the Council meeting on 2 February 2017.

To enable further work on the business cases for the proposed sites to be undertaken by officers to determine the feasibility of taking the proposals forward.

This decision will come into force and may be implemented on 18 November 2016 unless the call-in procedure is triggered (as set out in Standing Orders in relation to Overview and Scrutiny).

The Mayor has reviewed the draft Council report setting out the Masterplan Programme Delivery Strategy and feels that the Council should carry out further work on the development of business cases to take forward the five proposed sites for redevelopment to ensure that they are feasible before the Council makes any commitment to pursue these sites.

The report was due to be considered by the Council on 8 December 2016 to agree how the sites could be delivered with a view to further reports being presented in the future setting out the business cases for individual proposals, which it was anticipated would be financially supported by potential partner organisations.

In order to for the Council to carry out this work prior to formally signing off the delivery strategy officers will have to develop the businesses cases themselves using existing resources.  This may have an impact on delivering other projects.
