Torbay Sports Strategies 2014 - 2021 Response to Call-In

Purpose:

Torbay has reviewed it Sports Facilities and Playing Pitch Strategies as the previous documents had reached their end date. Sport England provided funding to have these reviewed and new strategies developed to reflect the needs of the community for the next seven years. These have been consulted on widely and now require adopting by the Council as policy documents.

Decision:

(i)       that the decision on the Sports Facilities and Playing Pitch Strategies taken on 5 February 2015 (as set out below) be confirmed;

 

(ii)      that the Executive Head of Residents and Visitor Services be requested to prepare an Executive Summary of the Strategies;

 

(iii)      that a Strategy Implementation Group be established as a matter of urgency; and

 

(iv)     that the Executive Head of Residents and Visitor Services be requested to complete the Options Appraisal within the timescales required by Sport England.

 

Reasons for the decision:

To respond to the recommendations of the Overview and Scrutiny Board.

1.            Confirm the decision without modification;

2.            Confirm the decision with modification; or

3.            Rescind the decision.

Implementation:

This decision will come into force and may be implemented on 2 March 2015.

Information:

At the Council meeting held on 5 February 2015 the Mayor approved the Sports Facilities and Playing Pitch Strategies following a recommendation from the Council to (Minute 136/2/15):

 

“That the Mayor be recommended:

 

(i)       that, subject to the Torbay Playing Pitch Action Plan being amended to read ‘Browns Bridge will remain a potential site for Sports provision as stated in the Local Plan. A feasibility study will be carried out to ascertain what future sports and pitches are possible on this site when funds are available.’ the Sports Facilities and Playing Pitch Strategies set out in Appendices 1 and 2 to the submitted report be approved; and

 

(ii)      that the Executive Head of Residents and Visitor Services, in consultation with the Executive Lead for Safer Communities, Highways, Environment and Sport be delegated authority to engage with clubs, organisations and agencies across the sports sector and develop funding options for the implementation of the aims and objectives on a regular basis.”

 

The Mayor’s decision was called in and considered by the Overview and Scrutiny Board on 24 February 2015.  The Board resolved: 

 

that the decision to approve the Sports Facilities and Playing Pitch Strategies be referred back to the Mayor with a recommendation that:

 

·       An Executive Summary of the Strategies be prepared;

·       The Strategy Implementation Group be established as a matter of urgency;

·       The Options Appraisal be completed within the timescales required by Sport England.
