1. Key purpose of job
- Responsible for the continuous improvement of youth work and substance misuse service delivery.
- Responsible for the continuous improvement of service delivery of the young person’s substance misuse service and providing assurance on the consistency, delivery and quality of the clinical and psychosocial interventions being delivered.
- To lead, supervise, appraise, develop and manage the youth hub that is responsible for the delivery of universal, targeted and specialist provision to all children and young people.
- To ensure the effective management of the Services business, including the co-ordination of forward planning, report writing, performance management, customer management and any associated projects in relation to youth services.
2. Anticipated outcomes of post
- The young person’s substance misuse service is safe and effective, with assurance on performance and clinical effectiveness being reported to commissioners.
- Young people are engaged in youth work achieve positive outcomes, realise their aspirations, and optimise their wellbeing. These to include confidence and self-esteem, improved health and wellbeing, a sense of social belonging and improved skills and knowledge.
- Vulnerable young people can access youth services and there is evidence that their views and voices are heard and included in service design.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To ensure there is a range of activities on offer for young people across the bay which meets their needs and delivers positive outcomes.
- To ensure young carers are identified, assessed and provided with relevant support and access to youth activities.
- To ensure young people’s substance misuse services deliver best practice and ensure all young people who require it, get the support they need for issues with drugs and alcohol.
- Develop and manage multiple complex projects, aimed at enhancing youth, community and government initiatives, delivering required outcomes to time and budget.
- Work alongside commissioning and procurement officers, including undertaking contract management and reporting on service delivery.
- Represent Torbay Children’s Services in partnership and stakeholder forums and meetings and at relevant boards.
- Ensure Youth Hub services deliver on key performance indicators and within the budget, evidencing good value for money.
- Engage with local communities, business and voluntary, community and social enterprises to maximise youth delivery at grassroots level.
- Collaborate with local organisations to strengthen partnerships and enhance programme effectiveness.
- Market youth and community events through various channels, including social media management to increase visibility and participation.
- Actively identify risks, issues and pursue resolution, minimising risk to the organisation.
- Contribute as a member of the management team to the creation of a coherent and co-ordinated service and to the overall service objectives.
4. Budgetary/Financial Responsibilities of the post
- Support the Director of Learning and Partnerships with monitoring and oversight of the Youth Hub budget, approximately £500,000.
5. Supervision/Line Management Responsibilities of the post
- To deliver regular and effective safeguarding, line-management and clinical supervision.
- To provide clinical supervision through a nationally recognised model.
- To undertake the direct line management and supervision of 2 x Senior Youth Workers and 1 x Young Carers Team Manager.
- To be responsible for 18 staff across the service including:
- 2 x Senior Youth Workers.
- 1 x Young Carers Team Manager.
- 3 x Youth Support Workers.
- 2 x Business Support Worker.
- 1 x Data Quality and Impact Coordinator.
- 6 x Young Carers Project Worker.
- 3 x Substance Misuse Workers.

- As required to cover youth workers:
- The role requires the post holder to be flexible and work in a variety of conditions, including office, schools, outside facilities, training venues etc.
- The role required the post holder to lone work with children and young people following the lone working policy.

- External:
- Voluntary Charity and Social Enterprise partners, Torbay Safeguarding Children’s Partnership, Health, Police, Education Providers, other local authorities, inspection bodies including Ofsted, DFE and CQC.

- Social Care, Youth Justice, Exploitation & missing, Anti-social Behaviour Early Help, Vulnerable Pupils, Virtual School and SEND Practitioners.
- Commissioning and Procurement Colleagues.
- Employees at all levels across the Council including delivering reports and presentations to Council Senior Leaders and Councillors.

And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- The post is eligible for hybrid working.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
