1. Key purpose of job
- To reduce street-based anti-social behaviour and support partnership enforcement activity.
- To improve outcomes, including general well-being, for people with multiple and complex needs.
- To provide comprehensive advice and support on housing options with the aim of preventing homelessness wherever possible.
- To assist collaborative working with partners to improve working practises around vulnerable individuals and those with complex needs and who are hard to reach.
- To maintain and improve as necessary health, safety and welfare in Torbay, by assisting the enforcement of appropriate legislation and from time to time to assist other officers within the division.
- To promote the safeguarding of adults who use the service.
2. Anticipated outcomes of post
- All street-based anti-social behaviour will be dealt with in a timely way.
- Targeted intervention focusing on engaging with those most excluded and with complex needs to prevent homelessness.
- To reduce rough sleeping and street-based anti-social behaviour.
- That innovative sustainable partnership arrangements exist to ensure the effective delivery of services that address the vulnerability and safeguarding of individuals.
- The delivery of effective interventions to be proportionately progressed in strict consideration of risk and resources to ensure the safety of client and community.
- To provide information and intelligence on rough sleeping and street-based anti-social behaviour to enable further action to ensure the safety of client and community.
- To establish effective working relationships with appropriate statutory, voluntary and community organisations to facilitate the work of the Community Safety department.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To investigate reports from the public into a range of street based ASB and provide evidence for enforcement purposes.
- To maintain effective pathways across a variety of agencies to maximise and provide effective partnership working.
- Proactively work with a variety of partner agencies and organisations to engage with communities to tackle street based ASB, ensuring effective networking and interagency liaison between them.
- To build trusting relationships with clients to help alleviate or break social isolation, address their immediate health and safety needs and increase their capacity to develop.
- To attend multi agency meetings/case conferences.
- To build up knowledge and understanding of local resources and community statutory services, including mental health teams etc to support clients.
- To use an appreciative inquiry approach in the work undertaken.
- Ensure effective and confidential communication between local authority, statutory agencies such as the Police and health care agencies.
- Conducting all external relations in such a way as to enhance the Authority’s good standing and reputation.
- To ensure appropriate safeguarding takes place at all times in line with established policy and procedure times in relation to adults and children identified in the course of duties.
- To be flexible and carry out such other appropriate duties as may be required by the head of service commensurate with the grade of this post.
- To attend and play an active role in the safeguarding process.
- Ensure engagement with clients is non-threatening, flexible and persistent.
- To work with others and collate evidence in a variety of formats to allow thorough assessments of the most appropriate course of action to be taken.
- Lead the implementation of initiatives to tackle street based ASB in partnership with Devon and Cornwall Police and a variety of other agencies and organisations.
- To collect and collate qualitative and quantitative data on the profile of people who are rough sleeping and using homeless accommodation and support projects.
- To work with individuals using a client centred and assertive approach which leads to them moving away from rough sleeping and into secure accommodation.
- Carry out Needs Assessments with identified rough sleepers to secure access to services which are suitable for their immediate needs and make appropriate referrals in partnership with them to establish a sustainable life away from the streets.

6. Working environment and conditions of the post
- The post holder will be required to work with and challenge the behaviours of a wide cross section of society who can include some of the most vulnerable and prolific offenders in Torbay and therefore encounter various degrees of challenging responses.
- The post-holder will be required to enter domestic properties where the occupants are unknown, and this may occur both within office hours or as part of out of hours investigations.
- Due to client group a large proportion of the work will be conducted outside in all weathers, including in woodlands and parks etc.

- Normal physical effort but with significant amounts of walking.

- The post-holder has shared access to a pool/shared van and is expected to use this vehicle for Council duties wherever possible.

- To undertake additional duties as required, commensurate with the level of the job.
- Due to the nature of the post, it is expected that the post-holder will be flexible as regards working hours/days. Weekend and evening work will be required at times.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is office based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.

- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”.
