1. Key purpose of job
- To establish positive working relationships with Parent /Carers and Professionals
- To receive referrals and requests from Childcare Social Workers for placements into the Short Breaks Services and co-ordinate respite and daycare requests.
- To support families and professionals in identifying appropriate short breaks.
- To ensure all services meet with appropriate Torbay and Day Care Services Policies and Procedures
- To ensure their OFSTED data evidence is gathered recorded and updated.
- To plan and deliver information of the Children and Young Peoples Disability Register, (DeCiDe) ensuring a promotion to professionals and to families in their communities at every opportunity.
- Lead on the implementation and development within the Day care Services recording of information and data systems.
- To undertake the organisational process for recruitment and the retention of staff working in all Day Care Services.

- Short Breaks services will be delivered in line with all appropriate policies and procedures to ensure quality and safety at all times.
- Services are effective and efficient to maintain quality standards.
- Data evidence is up to date, accurate in line with OFSTED requirements.
- Regular promotion and Coordination of the DeCiDe register.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Lead on the enrolment of children to appropriate Short Break service and plan with Leaders and families for visits prior to registration.
- On a yearly cycle contribute to the review of the Short Breaks Information Package. Once agreed share with families and professionals.
- Receive all Booking Information from families, record and monitor requested dates ready for allocation with the service Leaders in line with allocation guidelines. On a six-weekly cycle.
- Facilitate and co-ordinate staff availability to ensure safe ratios are achieved.
- Collect, monitor, and record all register, reports and evaluations from Services Leaders, enablers and sessional staff.
- Ensure all staff are equipped with all appropriate documents in line with their work rolls and informed of all training opportunities.
- Process all pay, and expenses claims monthly from service staff and submit to Payroll deadlines.
- Record all data and monitor to provide information for meetings decision making and OFSTED requirements.
- Contribute to improving information required on forms, documents and processes with each service and implementing these.
- Support Leaders of each service, providing materials and equipment requested and agreed.
- Attend service settings as required.
- Arrange timely promotions with agencies internally and externally of the DeCiDe Register and the role they have to ensure families are offered this opportunity.
- Ensure that DeCiDe Registration applications are processed to a secure site. Providing reports for current data information as requested.
- Ensure clear and affective communication with families, children, colleagues, and other professionals.
- Adhere to all Torbay Councils Policies and procedures in particular Information Governance, Data Protection and Safeguarding.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- This post is office based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy, and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If this post is a customer facing role and meets the requirements of the Immigration Act 2017 (part 7) the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
