1. Key purpose of job
- To assist in the management and organisation of the workload in the Electrical Building Services Section in order to provide an efficient, economic and effective service.
- Design, construction and maintenance of electrical and other related services.
- To assist in helping to secure new clients and additional instructions from existing ones.
2. Anticipated outcomes of post
- To manage the preparation and supervision of Electrical Building schemes from feasibility to construction and maintenance under the direction of the Electrical Project Manager.
- To ensure all projects are designed in a technically competent and professional manner.
- To ensure that a proper and professional relationship is maintained with all clients.
- All the accepted duties of a professional engineer within the sphere of Electrical Building Services.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Managing a variety of schemes and projects in such a manner to ensure that an expeditious, efficient and cost effective service is provided to meet the needs and priorities of all clients, keeping the Electrical Project Manager regularly advised as to progress, future requirements and problem areas.
- Site supervision of contracts.
- Keeping abreast of current relevant legislation and design standards.
- Liaising with Statutory Undertakers e.g. utility suppliers and other individuals or bodies affected by works.
- Preparing reports and dealing with complaints and correspondence from the Public, Elected Members and other bodies, etc.
- Preparing detailed briefs for consultants on proposals within any area of the section’s work.
- Ensuring the development and maintenance of sound engineering practices.
- Assist with managing, training, directing and supervising staff within the section.
- Assist in ensuring all staff within the section comply with Standing Orders, Financial Regulations, Statutory Obligations and other relevant provisions.
- Undertaking reasonable out-of-hours working as required.
- Designing, specification, preparing contract documents, evaluating tenders, letting contracts and supervising works on site for electrical services engineering using the appropriate components and techniques.
- Carrying out surveys and feasibility studies and preparing reports and estimates.
- Keeping abreast of current legislation and taking appropriate measures regarding Health and Safety, Carbon reduction technology, COSHHE, Building Regulations and CDM, Pollution of the Environment, etc., and disseminating information where appropriate.
- Liaising with Architects, Building Surveyors, Contract Managers, Mechanical Engineers and Clerks of Works in respect of relevant projects both internal and external (via framework agreements).
- The spheres of influence included in this post are as follows:
- Heating and Ventilation controls, Smoke Venting Systems, Electrical power distribution, Lighting, Emergency generators, Fire detection and alarm systems, Emergency lighting, Security Systems, Lighting Protection Systems, Public address systems, Lifts, Hoists, Patient handling equipment, Access controls, Data installations and CCTV system.
- To ensure all statutory inspections, testing and monitoring is undertaken within the relevant protocol.

4. Budgetary/Financial Responsibilities of the post
- The post holder is responsible for capital/revenue budgets of £100,000 set for the schemes being undertaken by the section.
- Ensuring that Torbay Councils systems of budgetary, accountancy and financial control are properly understood, used and developed.
- Planning and organising programmed maintenance and reactive works, keeping appropriate records and cost control.
5. Supervision/Line Management Responsibilities of the post
- Management of external consultants and contractors working on behalf of Clients.
- Assisting the Electrical Project Manager to develop other staff in the team.
- Direct line management of Senior Graduate Electrical Engineer and apprentice Electrical Engineers, supporting them with their training and development plans, identify areas where further experience and training is required. Day to day line management and appraisals.
6. Working environment and conditions of the post
- Office environment with frequent on-site work at a variety of locations including new building sites, competency in carrying out risk assessments that will need to be made to ensure safe working practices.
- The post holder will be expected to answer and deal with emergency calls out of hours for fire alarm systems and electrical faults, liaising with keyholders and out of hours engineers to resolve issues when these occur.
7. Physical demands of the post
- The post holder will need to carry out regular on site visits to a variety of properties/locations where conditions may require working from height at times, the post holder must be able to ensure that safety procedures are in place before using any high level access equipment, some site conditions can be physically demanding, e.g., carrying out certain duties where floor surfaces may be uneven.
8. Specific resources used by the post
- ICT Equipment and specialist software. Electrical design with working knowledge of Auto CAD and the ability to produce electrical drawings.
- Continuous access to transport is required as the job can entail travelling to multiple locations sometimes in the same day and where public transport timetabling is unlikely to meet this requirement.

- Managing external consultants and contractors working on behalf of Clients.
- Liaising with Statutory Undertakers and other individuals or bodies affected by the works.
- Dealing with members of the public through consultations and supervision of contracts on site.

- Working closely with Statutory Undertakers, colleagues within Torbay Council to achieve outputs as required by clients.

- This post is office based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
