1. Key purpose of job
- The primary purpose of this role is to specialise in the delivery of democratic and overview & scrutiny functions of the Council. The post holder will be multi-skilled and flexible to be able to assist in the delivery of other services within Governance Support (e.g. elections and referendums) to ensure demands on the services are met.
- To ensure the delivery of effective, efficient and accountable decision-making arrangements of the Council.
- To manage the full range of meetings as required and to assist in the provision of an effective and comprehensive support service to the Leader of the Council, Chief Executive, Directors and councillors.
- To be responsible for and promote the role of Torbay Council’s overview and scrutiny committees.
- To support the Democratic Services Team Leader in providing effective and efficient member development and training, through the identification of training needs and delivery of the Member Development Programme.
- To deliver the provision of independent school admission and exclusion review hearings.
2. Anticipated outcomes of post
- To contribute towards the effective organisation of decision-making arrangements of the Council to ensure the Council operates in an open and accountable way.
- The provision of high level support and guidance to councillors to help improve the corporate ability of the Council and enable them to fulfil their roles effectively for the benefit of the community.
- The efficient management of the Council’s overview and scrutiny arrangements.
3. List key duties and accountabilities of the post
- To ensure that the legal and constitutional requirements are complied with in connection with the Council’s decision-making meetings and to provide instruction as required to the Leader and Cabinet, plus the Senior Leadership Team.
- To manage all types of meetings (including: public, informal and formal meetings; quasi judicial panels such as school appeals; formal Regulatory Committees, full Council, the Cabinet and Overview and Scrutiny) including preparing work programmes, programming deadlines, agendas and reports, attend meetings to ensure constitutional requirements are met, record decisions and prepare accurate minutes in accordance with relevant legislation. To action decisions from meetings as appropriate.
- To co-ordinate the Council’s Executive decision-making arrangements, including giving instruction on the full range of decision-making procedures, publishing record of decisions and the Forward Plan.
- To support the Monitoring Officer with Standards local assessments, investigations and hearings into complaints against members, including corresponding with complainants and subject members and providing advice on the hearing process.
- To provide a high level of instruction and guidance to members, assisting with problem solving, dealing with their queries and correspondence in an effective and efficient manner. The post holder must be able to mediate between different political parties/members in a sensitive manner with a high need for tact and diplomacy.
- To provide support to members in their community leadership role, encouraging public participation and facilitating public engagement in accessing the democratic and scrutiny processes.
- To promote democracy and raise public awareness in respect of elections and public participation e.g. Local Democracy week to ensure inclusion and equal access to the democratic process.
- To deliver the management of school appeals processes including recruitment and training of Appeal Panel members, clerks and legal advisors, panel selection and ensuring the availability of professional advice and guidance in accordance with the Code of Practice on such appeals. To attend, clerk and advise at school admission and exclusion appeals hearings.
- To project manage individual reviews and assist the Overview and Scrutiny Review Panels in seeking innovative approaches to individual reviews and making effective contributions to the policy development of the Council, this includes establishing project plans and providing support to the reviews to ensure that they reach a successful conclusion.
- To provide effective communication and liaison with Directors, Divisional Directors and Service Managers in respect of Overview and Scrutiny Reviews to enable review expectations to be realised and provide regular updates, as appropriate, in a timely and clear manner.
- To liaise with the Overview and Scrutiny Manager, team members and other colleagues across the Council to ensure linkages are made with other projects and policies that may relate to the topic under review.
- To undertake research and appropriate consultations in relation to overview scrutiny projects and investigations, dealing with enquiries and correspondence, and co-ordinating the attendance of witnesses at meetings of the Overview and Scrutiny Bodies.
- To attend and be responsible for managing meetings of Overview and Scrutiny Review Panels and provide direction and guidance as required, in particular in relation scrutinising Council and Executive decisions.
- To undertake project work, initiatives and assignments, including contributing towards developing decision-making structures and procedures following changes in legislation, attracting candidates to stand for councillor and taking an active role in developing a customer focused service.
- To be fully conversant with relevant legislation, rules and regulations, codes of practice and Council policies and procedures, to ensure the effective and efficient governance of the Council, data protection and promote best working practices for the protection of the Council.
- To write and present high level, non-routine reports to meetings in a confident and professional manner.
- To ensure that all committee reports comply with corporate standards and protocols and are submitted to the correct decision-maker in accordance with agreed deadlines.
- To contribute towards the development and maintenance of the Team’s electronic Committee Management System and other associated information systems to meet changing service needs and efficiencies.
- To support with the provision of support services to members including assisting the Head of Governance in the delivery of training and induction of Councillors, identifying corporate and individual members’ learning needs, including undertaking personal development interviews. To keep up to date the action plan associated with Operation London Bridge and assist in its delivery if activated.
- To undertake project and research work as required and produce reports on findings as directed by the Head of Governance Support.
- Undertaking research, collating information and statistics, analysing information, producing reports and presenting information.
- To co-ordinate, manage and keep under regular review the postal vote process for all elections in Torbay.
- To attend appropriate courses as directed to ensure proper training and development.
- To work flexibly across the range of duties of this post to ensure key priorities are met by the Team as directed by the Democratic Services Team Leader.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
