1. Key purpose of job
- Will be the Subject Matter Expert for Microsoft Power Platform providing specialist advice and support to Torbay Council’s Power Platform users regarding Microsoft Power BI, Power Automate and Power Apps design and best practices.
- Will establish, promote and act as the centralised hub for all Microsoft Power Platform development and support resources for Torbay Council and partner organisations.
- Will be the first point of contact for the provision of specialist knowledge on Microsoft Power Platform, including the role of Power BI, Power Automate and Power Apps at Torbay Council.
- Will support effective business change by building relationships with senior strategists, planners, Power Platform Developers and operational business partners to promote the Authority’s utilisation of Power Platform.
2. Anticipated outcomes of post
- Service areas will benefit from the use of efficient, effective, and secure Microsoft Power Platform solutions.
- Torbay Council Microsoft Power Platform developers and end users will be supported by a subject matter expert. There is currently no centralised Power Platform resource.
- Power Platform expertise provided to departments and individuals, enabling them to effectively discharge their duties and ensure that the organisation can deliver services to the public and achieve its strategic goals, visions, and corporate plan.
- Torbay Council’s investment in M365 and Power Platform will be maximised by promoting, championing and developing the use of Power Platform to become the tool of choice within Torbay Council and partner organisations.
3. List key duties and accountabilities of the post
- Lead the design and development of Microsoft Power Platform solutions and provide best practice solutions and templates for service areas to use.
- Liaise with service users at all levels to create technical specifications and designs for complex Power Platform solutions, to be created by user developers.
- Design, develop and maintain complex Power Platform solutions, including custom data connectors, Power Apps, Power Automate data flows, for internal and external service users.
- Identify and troubleshoot complex issues regarding Power Platform solutions.
- As the subject matter expert, provide technical expertise and guidance to the growing number of Power Platform developers, within IT and service areas.
- Act as a hub for Power Platform – signposting to available support, resources, training, etc., Promoting knowledge sharing and user feedback, establishing user groups, etc.
- Identify and, encourage the use of best practice, establish a consistent approach, and practice and propose improvements regarding the development of Power Platform solutions, for user developers. This will require tact and persuasion skills as some user developers may have already developed their own way of creating solutions. which may not conform to current best practice or the Authority’s consistent approach.
- It is expected that the post holder will be subject to constant demands and conflicting priorities, due to urgent need of multiple service users, for their bespoke solutions.
- Liaise with developers within service areas to ensure that the development of Power Platform solutions follows security and regulatory standards and policies, in conjunction with internal Microsoft Centre of Excellence (CoE) specialists.
- Support and collaborate with the IT CRM Data Lead and Data Analyst(s) regarding the use of the corporate data warehouse for Power Platform solutions.
- Contribute towards policy and guidance, configuration management, change management and release management procedures and controls, regarding Power Platform solutions.
- Communicate effectively with users/clients by telephone, MS Teams, and email, providing advice and guidance on matters relating to the development of Power Platform solutions.
- Carry out duties in accordance with the Council’s Information Security Standards and Human Resource Policies; compliance with the Data Protection Act, Freedom of Information Act and any other relevant legislation that directly affects service delivery.
- Ensure that data is kept secure, accessible and that the principles of GDPR are always adhered to, regarding the creation of Power Platform solutions.
- Use available resources to retain an up-to-date knowledge of any relevant IT field, especially regarding Microsoft Power Platform.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post is eligible for permanent office, hybrid and permanent home working, although the majority of the Software Development Unit work permanently from home.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
