1. Key purpose of job
- Working at strategic level to facilitate effective relationships with and between Council
departments, partner organisations and other key stakeholders, driving collaborative
working and providing Council representation within multi-sector partnerships, boards, and
steering groups. The post may lead on partnership projects and make decisions on behalf
of the Council at a level appropriate to the grade of the post.
- Driving the Council’s agenda of resilient and thriving communities, with a focus on groups
which are socially and economically disadvantaged or excluded. This will include supporting
the Head of Policy, Performance and Community Engagement to develop and implement
the Council’s approach to equality, diversity and inclusion, in order to ensure the council
meets its statutory responsibilities.
2. Anticipated outcomes of post
- The Council is outward-facing and has a culture of partnership working, openness, and
collaboration, both internally and with external partners and stakeholders.
- The Council has active representation within strategic partnerships, projects, and
programmes, supporting or leading the delivery of collective impact outcomes for the
benefit of our most disadvantaged residents.
- Communities are empowered to influence, and effect change within Torbay, people and
partners have a greater say on the decisions we make.
- The Council has an effective equality, diversity and inclusion approach which ensures that
we deliver against our responsibilities in relation to the Equality Act 2010 and the Public
Sector Equality Duty, as well as other key legislation.
- Decisions taken by the Council and its partners are safe and informed by a robust evidence
base and feedback from engagement, empowerment, consultation and equality impact
assessments are fully considered in the decision-making process.
3. List key duties and accountabilities of the post
- To be responsible for representing the Council in strategic partnerships, steering groups or
project boards; making decisions on behalf of the Council as appropriate to grade, ensuring
that learning and best practice is shared and identifying opportunities for collaboration and
joined-up approaches.
- To lead, or contribute to, the development and delivery of programmes and projects which
will deliver positive outcomes for residents, particularly those who may be socially,
economically, culturally, or otherwise excluded or disadvantaged.
- To lead, or contribute to, the development of relevant strategies and plans on behalf of
Torbay Council.
- To lead, or contribute to, the commissioning and procurement of services within the
community which will support the needs of groups within the community who are excluded
or disadvantaged. Where appropriate, this may extend to contract management.
- To drive a change in culture and approach throughout the organisation, encouraging the
use of best practice in relation to partnership working and facilitating relationships between
stakeholders.
- To work with the Head of Policy, Performance and Community Engagement to drive
positive change across the Council on equality, diversity, and inclusion, collaborating with
the workforce, stakeholders and communities to learn from and share best practice on
equality, diversity and inclusion.
- To provide guidance, challenge, and policy support to the political and managerial
leadership of the council on:
▪ Partnership working, community-led approaches, and improving community
cohesion.
▪ Aligning equality, diversity and inclusion with the Council’s core values, behaviours
and strategic objectives.
▪ Community events and celebrations which promote and celebrate equality, diversity
and inclusion.
- To develop and manage external relationships with the community and voluntary sector,
statutory and non-statutory partners, and the wider community to promote collaboration for
collective impact, equality, diversity and inclusion.
- Working as part of the Policy, Performance and Community Engagement Team, to deliver
the Council’s Community Engagement and Empowerment Strategy with the aim of
increasing the impact and effectiveness of our engagement and empowerment with the
community and key stakeholders, including working with local communities to design and
deliver events to commemorate equality, diversity and inclusion events of national and local
importance.
4. Budgetary/Financial Responsibilities of the post
- The post will not be a budget holder but may act on behalf of senior officers in the planning
and implementation of grant schemes or commissioning, where such authority is delegated.
- Responsibility for ensuring that projects and activities are delivered within agreed budgets.
5. Supervision/Line Management Responsibilities of the post
- The post holder will not be responsible for the direct line management of any staff but will
direct staff across the council in relation to partnership working, equality, diversity and
inclusion.
6. Working environment and conditions of the post
- This is a hybrid role (home and/or office based) with normal working environment, plus the
following requirements:
▪ Regular attendance at meetings and events at external venues, usually within
Torbay, as part of day-to-day role and duties.
▪ Occasional work outside normal office hours to support engagement and
consultation events.
7. Physical demands of the post
- Normal physical effort may include sitting and using a keyboard for long periods.
- The ability to travel to venues across Torbay as required to fulfil the role.

Team, Service Managers and other Council officers, Council’s wholly owned companies.

- The Council operates a Smoke-Free Policy, and the post-holder is prohibited from smoking in
any of the Council's buildings (including Council owned and Council leased buildings, but
excluding designated areas in residential schemes), enclosed spaces within the curtilage of
buildings, and Council vehicles. The Council does not permit smoking breaks within work time,
however, in services where the flexi-scheme is in operation, employees may take reasonable
break times outside of core hours, in accordance with flexi-time arrangements. Employees
should follow the flexi-scheme procedure for agreeing time away from their duties in the normal
manner with their immediate colleagues and line manager, with break start and finish times
being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council
Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in
the H&S policy appropriate to the role.
- The post is eligible for both hybrid and permanent home working.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay

always with integrity.” Evidence will be sought during the probation and appraisal processes.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions
