1. Key purpose of job
- Supporting the multi-agency Community Safety Partnership (Safer Torbay) in delivering key interventions to meet their strategic priorities. This will require the preparation, development and implementation of strategies, strategic needs assessments, funding bids and short and long term projects and programmes including evaluations.
- To lead and manage the Safer Communities team on behalf of the Council and its strategic partners.
- To manage short and long term operational and strategic projects and their associated budgets within the Community Safety Business Unit and across the wider partnership, in order to address emerging and long standing crime, disorder and community wellbeing issues. This will include feasibility testing for new concepts and management of associated work streams.
- To develop and promote integrated working in a multi agency setting, promoting collaboration between all agencies including statutory, non-statutory third sector and the community to reduce crime and disorder to achieve better outcomes and increase public reassurance in Torbay.
- Advocate for Community Safety across a range of cross-cutting agendas such as contextual safeguarding, safeguarding children and adults, housing, etc, to ensure that integration and sustainability of outcomes are achieved.
- To enable the effective engagement with local communities to gain views in relation to community safety needs to support the development of understanding of local needs and effective approaches.
2. Anticipated outcomes of post
- Improved community safety and public health outcomes for Torbay’s communities.
- Secure income and external funding sources for the maintenance and development of community safety and health focussed projects, initiatives and services for Torbay’s residents.
- Effective multi-agency and multi-disciplinary delivery of joint partnership strategic aims and objectives in Torbay.
- The Community Safety Partnership has robust mechanisms in place for monitoring and evidencing outcomes which will withstand external scrutiny.
- Ensuring that services are linked/integrated with the development and delivery of community safety, partnership agendas and wider council transformation.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To lead, manage and research, delivery and the development of multi-agency projects aimed at sustainably addressing emerging and long-standing community safety and public health issues, including (but not exclusive to) violence against women and girls, domestic abuse and sexual violence, exploitation including modern slavery, serious and organised crime and ASB.
- To proactively monitor and evaluate projects, programmes and initiatives to understand and utilise a clear evidence base for resolving issues and recommending corrective action to ensure projects are delivered on time, within budget, to the required quality and to achieve the expected outcomes.
- To create, maintain and constantly develop effective professional relationships with operational and senior officers throughout the partnership both internally and externally, including (but not limited to); national government departments; the Office of the Police and Crime Commissioner, councillors, statutory and non-statutory services, businesses and community representatives to enable effective information sharing, negotiation and support to achieve the partnership’s strategic objectives.
- To develop, commission, implement and manage services including related contracts and service level agreements to ensure that the partnership can deliver against its priorities and that services are of a high quality and delivered within agreed budgets.
- To be responsible for co-ordinating and commissioning Domestic Abuse Related Death Reviews ensuring that they are appropriately supported and compliant with statutory guidance.
- To lead and manage Torbay Council’s approach to radicalisation and counter terrorism, in line with the national Prevent Strategy, ensuring that all elements of the duty are met and liaising with the Home Office, Homeland Security Group as required.
- To manage the operational delivery of Prevent through the Channel process, including Chairing the multi-agency Channel process ensuring effective case planning and management to reduce risk and improve outcomes.
- To chair, attend and contribute to a wide range of multi-agency strategic and operational meetings.
- To lead on all aspects of internal communication to ensure that staff, senior officers and councillors are kept informed of relevant news and information, and to encourage integration between the Partnership and other service areas within Torbay Council.
- To work with multi-agency corporate marketing and communications functions to ensure that the Partnership is branded appropriately and that all communications are: clear, concise, value for money, person-focussed, outcome focussed and complement the work of other statutory agencies within Torbay.
- To provide specialist technical advice and knowledge to Torbay Council and other partner organisations (including statutory, non-statutory and community organisations) on challenges and responses to community safety issues, crime reduction issues and wider issues relating to deprivation and inequality.
- To anticipate and advise on new statutory duties and on national and local policy decisions and their impacts across the Community Safety Partnership portfolio and lead on development, delivery and implementation in line with these as required.
- To support effective collation of Partnership views to feed into national consultation in relation to legislation and statutory guidance relevant to the areas of work within community safety.
- To plan, co-ordinate and manage employees carrying out work across a wide range of complex and specialist areas of work, ensuring effective risk management and that outcomes are met. This will include staff from external partnership agencies and the voluntary sector, as well as staff directly line managed by the post.
- Provide excellent management of staff within Safer Communities Torbay, embedding a performance management culture, excellent customer service and ensuring that people work collectively and flexibly to achieve positive outcomes.
- To identify and secure income generation and external funding to enable the delivery of new work streams and sustain existing operational delivery.
- To work unsocial hours including occasional early mornings, evenings and weekend work, and occasionally to stay overnight at venues (i.e. conferences) as and when required.
- To promote the council’s policy of customer care and equality through the provision of a fair and efficient service.
- Conduct all external relations in such a way as to enhance the council and the partnership’s good standing and public image.

- The postholder must have an understanding of the diverse and complex work of a range of regulatory and other statutory services that comprise the current Community Safety Business Unit.
- To actively monitor the effectiveness of commissioned services allocated to the post holder.

- This post is office based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.

- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
