1. Key purpose of job
- To create and lead on a range of interventions to deliver the Community Safety agenda on behalf of Torbay Council and the wider Community Safety Partnership.
- To project manage the development and delivery of identified Community Safety interventions across relevant partners and stakeholders within a tight timeframe.
- Manage staff from across the partnership and the third sector to deliver multi-agency projects.
- To facilitate, support, empower and enable external groups to develop and deliver community-based projects and initiatives within a sustainable framework.
- To liaise effectively and co-ordinate activity with colleagues from all partner agencies including other local authority representatives, members and partner agencies, to ensure that services are appropriately targeted and can demonstrate and deliver innovation, value for money and opportunities for the peninsula.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To anticipate and adjust to new national and local policy decisions and economic impacts. To build new services and adjust existing provision to ensure that Torbay is strongly placed to meet the community safety priorities and the needs of children, young people and families.
- To ensure that systems and processes underpin customer focus and are integrated with arrangements to improve service delivery and community engagement.
- To deliver successful and timely interventions to reduce anti-social and offending behaviour.
- Early identification and provision of mitigating responses to issues and risks that may be potentially sensitive or contentious.
- To design and develop a package of targeted interventions to address the longer, more complex issues I problems in the Community Safety arena.
- To research, plan, develop and manage multi-agency projects to address emerging and long-standing community safety and public health issues.
- To monitor and evaluate projects, resolving issues and recommending corrective action to ensure projects are delivered on time, within budget, to the required quality and to achieve the expected outcomes.
- To develop effective project processes and plans so benefits are clearly defined, measured, tracked and realised in line with outcomes and strategic objectives.
- To use creative and innovative problem-solving methods to new, emerging, and long standing community safety issues over the short, medium and long term.
- To deliver innovative approaches to income generation within the partnership to support the sustained delivery of projects, initiatives and services including negotiating and monitoring contracts.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Childrens Services are the Safeguarding Leads for the Council.
- This post is office based at Tor Hill House, Torquay but the post holder may be required to move their base to any other location within the Council at a future date.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
