1. Key purpose of job
- Facilitate and co-ordinate the delivery of the local Home Learning Environment programme and offer to families.
- Provide evidence-based interventions, directly to families to improve their child’s communication and language development their home learning environment.
- To improve and develop knowledge across a range of professionals in relation to the impact of a high quality home learning environment on outcomes for children.

- Improve educational outcomes for children and narrow the disadvantage gap, with a particular focus on communication and language.
- An embedded local offer for children and families in supporting the home learning environment and developing early communication strategies.
- A shared knowledge between professionals, voluntary and community groups and families about the impact of a good home learning environment and how to support it.
3. List key duties and accountabilities of the post
- Responsible for safeguarding and promoting the welfare of children at all times.
- To act as a champion for disadvantaged children, to improve outcomes at the earliest opportunity, and lower the level of need.
- Work alongside Family Hub colleagues and partner agencies to support the development of a local Home Learning Environment offer based around the key messages of ‘Chat, Play, Read’.
- Delivery 1:1 of evidenced based support in both the family home, family hub and outreachsites on early communication and effective ways to develop the home learning environment.
- Provide play and learn programmes/sessions to children and families in the home and at various sites to promote the importance of home learning.
- Provide practical activities, advice and support that families can replicate within their own homes and the wider community to support children’s learning and development.
- Maintain effective communication and liaison with children, young people, families, colleagues and external agencies to ensure good working relationships.
- Work closely with partners across the Family Hub offer and beyond to ensure a joined-up approach and clear pathways for families where additional support maybe required.
- Engage with schools, private, voluntary, independent education/ childcare providers and childminders to promote the local Family Hub offer and the sharing of localised messages.
- Promote the take up of free education and childcare places for children not in a setting at 3 years old or 2 years old if entitled to a free place.
- Deliver key messages to families with a focus on supporting healthy lifestyles, oral health, social and emotional development, communication and language development, child safety and children with special educational needs and disabilities.
- To produce reports and evidence of impact of the services provided when requested.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements.
