1. Key purpose of job
- To act as a Health and Safety Officer for Torbay Council.
- To support the Corporate Safety Team, in the delivery of Health and Safety measures, policy and procedures, whilst ensuring all legal requirements are met through planning, development and training.
- To establish, maintain, foster and support a positive Health and Safety Culture within Torbay Council in conjunction with staff and managers.
- To be responsible for ensuring the compliance of all Health and Safety requirements by Torbay Council staff under the Health and Safety at Work Act and other supporting legislation.
- To administer and maintain the Torbay Council Assure Safety Management System software and other H&S systems.
- To act as a conduit for H&S between Corporate Safety and other Torbay Council Departments.
2. Anticipated outcomes of post
- The prevention of injury and ill health to Torbay Council employees, Council Members, and other persons such as service users, contractors or members of public, on Council land.
- The maintaining of relevant safety standards throughout the Torbay Council Estate to ensure legal compliance.
- The prevention of damage to Council property.
3. List key duties and accountabilities of the post
- To provide competent Health and Safety advice and support to Torbay Council staff and managers, including implementation and supervision of safe working practices.
- The development and implementation of audit and inspection programmes for use within the Torbay Council Estate.
- Reporting of Health and Safety Performance and emerging issues to the Corporate H&S Manager.
- Participation, in Torbay Council’s Health and Safety Working Group, the delivery of its work plan and participation in promoting a positive Health and Safety Culture within the wider Council.
- Investigation of accidents and incidents in accordance with Torbay Council systems and policy in conjunction with the Corporate Safety Team.
- Delivery of Basic Health and Safety training to staff as part of the wider Corporate Safety training plan. This may include induction and tool box talk type training.
- Writing and development of relevant Health and Safety documentation for the Torbay Council in conjunction with the Torbay Council Corporate Safety Team.
- Management and auditing of Risk Assessments and associated H&S Documentation for Torbay Council through the Evotix Assure system.
- Responsible for the identification of concerns, their reporting, and the development of improvement plans as part of Torbay Council Corporate Safety Team.
- Working in partnership with external agencies such as the HSE as part of the Corporate Safety Team to deliver positive H&S outcomes across the organisation.
- Acting as the trainer/administrator for the Evotix Assure H&S management system.
- Undertaking periodic inspection of the Torbay Council Estate, equipment and vehicles, and the recording of these actions and their timely communication to the Corporate Safety Manager.
- Any other duty as directed by the Corporate H&S manager the delivery of H&S.

- Occasional working in inclement weather, confined spaces and unpleasant locations, such as loft spaces and lift shafts.

- Regular heavy physical effort, including inspection of vacant properties and work sites sometimes requiring use of ladders.
8. Specific resources used by the post
- Use of shared Council vehicles on a day to day basis to move around the Corporate Estate.
- Use and safekeeping of portable equipment such as tools, electrical equipment, power tools etc.
- A variety of hand held and portable IT equipment for use in inspection and report writing. iPhone, iPad, Laptop.
- A variety of Personal Protective Equipment including wet weather gear, Hard Hat, torches etc.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is office based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
