1. Key purpose of job
- Will play a primary role in creating efficient and user-friendly digital forms for the CRM and associated systems using the iCasework low-code platform.
- Will be responsible for the maintenance and support of a number of IT systems as a member of the Software Development Support Team, to meet the business needs of the organisation, including many systems which are critical to Torbay Council and our customers and/or meet statutory obligations.
2. Anticipated outcomes of post
- The continued implementation of the Corporate Transformation Programme (and associated cost savings and efficiency gains) will be supported by the creation and ongoing maintenance/support of new CRM forms to replace a number of business applications.
- Effective first line support is delivered to all IT Software Development customers, within agreed SLAs and in a timely manner.
3. List key duties and accountabilities of the post
- The postholder will be expected to develop their existing knowledge whilst in this role – learning the low-code language(s) which are in use within the department and also becoming familiar with any complementary technologies/applications and learn how to apply these in a work environment.
- Keep updated on industry trends and best practices related to the rapidly evolving landscape of low-code development.
- Collaborate with stakeholders (such as business analysts, designers, and internal and external end-users) to understand the requirements for forms.
- Design and build forms using low-code tools, optimise form performance and usability by understanding end-users’ needs ensuring they align with business needs and user expectations, striving to enhance the user experience. Including the customisation of form logic, validation rules and workflows. Forms may often be complex and/or unique.
- Rigorously test forms to ensure they function correctly and troubleshoot any bugs or issues with forms created by the postholder or others.
- Work on multiple forms simultaneously, managing different and conflicting deadlines and priorities.
- Document form specifications, logic and workflows, for on-going maintenance and as a reference document for colleagues.
- Develop detailed working knowledge for a number of key business applications and provide support to end users, recognising common issues and putting solutions into place largely unassisted.
- Receive and handle requests for the support of business applications via the IT Service Desk and follow agreed procedures to respond to these requests, maintaining records of actions taken and also ensuring that troubleshooting documentation is kept up to date.
- Act as a routine contact point between the organisation and suppliers regarding application infrastructure changes, fault remediation, new versions of software and ongoing business requirements.
- Communicate effectively with users/clients by telephone, MS Teams, and email, providing advice and guidance on matters relating to the development of forms.
- Carry out duties in accordance with the Council’s Information Security Standards and Human Resource Policies; compliance with the Data Protection Act, Freedom of Information Act and any other relevant legislation that directly affects service delivery.
- Ensure that data is kept secure, accessible and that the principles of GDPR are always adhered to, regarding the creation of Power Platform solutions.
- As an Employee of Torbay Council, all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post is eligible for permanent office, hybrid and permanent home working, although the majority of the Software Development Unit work permanently from home.

- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
