1. Key purpose of job
- To assist in the delivery of programmes of work undertaken by the Drainage and Urban Design Sections of the Engineering Team.
2. Anticipated outcomes of post
- To provide technical support in relation to drainage, watercourses and the Flood and Water Management Act 2010.
- To assist in the preparation and supervision of Drainage schemes, Urban and Highway schemes included in the Local Transport Plan Programme and other projects from feasibility to construction and maintenance.
3. List key duties and accountabilities of the post
- Working on a variety of schemes and projects in such manner to ensure that an expeditious, efficient and cost effective service is provided to meet the needs and priorities of the Council and other clients, keeping the Service Manager and Senior Engineers regularly advised as to progress, future requirements and problem areas.
- Undertaking and processing surveys and the production of detailed survey/topographical plans using modern electronic distance measurement equipment linked to computer programmes including PDS.
- Assisting in the production of Drainage, Highways and Civil Engineering designs, plans, detailed drawings, bills of quantities and contract documentation using GIS systems and AutoCAD.
- Maintaining and improving the Watercourse Asset Records using MapInfo.
- Inspection and maintenance of drainage infrastructure and watercourses. Flood investigation, Ordinary Watercourse Consenting, and other duties in accordance with the Flood and Water Management Act.
- Assisting in the site supervision of contracts.
- Keeping abreast of current relevant legislation and design standards.
- Liaising with Statutory Undertakers and other individuals or bodies affected by works.
- Preparing reports, dealing with complaints and correspondence from, and providing technical advice to the Public, Elected Members and other bodies, etc.
- Representing the Urban Design and Drainage teams at meetings, working parties, contract meetings, etc., advising the Service Manager/Senior Engineer and dealing with matters arising and dispensing advice to Elected Members and the Public on related matters.
- Assisting in ensuring the development and maintenance of sound engineering practices.
- Dealing with and advising members of the general public on day-to-day matters and in emergency situations, notifying them of their responsibilities, health and safety issues and keeping them informed of what is happening.
- Whilst supervising contracts the post holder will be expected to liaise with the contractor, ensuring the contractor is carrying out the works in accordance with the contract documents and specifications. In addition the post holder will be expected to agree variations and payments that are due to the contractor.
4. Budgetary/Financial Responsibilities of the post
- Taking off quantities and producing Bills of Quantities.
- Taking site measurements and quantities and agreeing accounts with contractors up to final account stage and the management of budgets where required.
5. Supervision/Line Management Responsibilities of the post
- Overseeing and supporting junior staff, as may be allocated to the post from time to time.
- Providing such assistance as may be requested by the Service Manager/Senior Engineer in effectively managing the section.
6. Working environment and conditions of the post
- Work includes elements of outside work involving some exposure to moderate noise, heat, cold and disagreeable or difficult surroundings/conditions. These can include working on construction sites in all elements across the year.

- Liaising with internal Client Departments regarding the preparation of urban, highway, drainage and other civil engineering designs and contracts.
- Liaising with Council Members when necessary.
- Managing external contractors working on behalf of TDA, Torbay Council and other clients.
- Liaising with Statutory Undertakers and other individuals or bodies.
- Dealing with members of the public, where appropriate, through consultations and supervision of contracts on site, and in an advisory capacity.
Internal:
- Working closely with colleagues within the Engineering section and within TDA.

Other Information
- TDA is a trading name of Torbay Economic Development Company Ltd which is a company controlled by the Council of the Borough of Torbay.
- This post is based at Moose Hall but the post holder may be required to move their base to any other location within the TDA at a future date.

Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
