1. Key purpose of job
- Directly responsible for the Torbay Council CCTV, Security (Static & Mobile) and building access control system management and service delivery.
- Directly responsible for all corporate security matters relating to Torbay Council staff, buildings/property, events and security issues within the Torbay area.
- Responsible for marketing and selling the Torbay Council CCTV and Security Services to other local authorities, private sector and enforcement agency to offset the department’s operating cost and income generation for Torbay Council.
- Directly responsible for producing, updating and managing of the Torbay Council Security Control Policy and CCTV Code of Practice for all Torbay Council staff, contractors, visitors and premises.

- Development of the Torbay Council Security and CCTV strategy.
- Income generation from marketing and selling the Security and CCTV services.

3. List key duties and accountabilities of the post
- Responsible for direct management of the Torbay Council Corporate Security and CCTV services, ensuring that all the resources are deployed to achieve the maximum efficiency in the delivery of:
- CCTV monitoring;
- Mobile security patrols;
- Static guarding.
- Responsible for the effective management of Corporate Security/CCTV staff in line with Council Policy such as the use of appraisals, managing absence, disciplinary, capability, grievance and health and safety policies.
- Produce economic staffing schedules for the Corporate Security and CCTV departments as required by the service and to cover security incidents, peak time working, holiday and sickness cover.
- Identify and provide training and development of Security and CCTV staff relevant to their job role.
- Produce and update the Council Security Policy and CCTV Code of Practice in relation to all security matters of all staff, buildings and operations across the Torbay area.
- Manage the delivery of the Security and CCTV service controlled by Service Level Agreements taking action to ensure compliance and informed of performance and any variations in the agreement with internal and external customers.
- Manage and maintain accurate written and computer records for Security and CCTV incidents, DVR/videotape, alarm activation and security, CCTV intelligence gathering.
- Manage CCTV subject access requests from the public, RIPA requests from Police and enforcement agencies and Freedom of Information requests.
- Undertake ad-hoc and annual security risk assessments of Council building security and staff security, providing advice, security solutions and training for any arising security issues.
- Produce regular reports of the Security and CCTV service giving details of the department’s performance (operational and financial), security incident and the outcomes arising from the provision of the Security and CCTV service.
- Act as the Client Officer for the building access control service.
- Marketing the CCTV and Security services to the private sector and other local authorities, quoting for tenders relevant to the service.
- Project manage the installation of CCTV equipment and intruder/panic alarm systems in Council buildings across Torbay as end user or on behalf of other Council departments/facilities management.
- Managing the relationship between Torbay Council Security and CCTV department with the Police, enforcement agencies and retail and public licence across Torbay in the delivery of the service.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- Responsible for the managing of the Corporate Security budget; monitoring expenditure on staffing, annual cost relating to the service and the purchasing of new equipment required for the running of the service.
- Responsible for the managing of the CCTV budget; monitoring expenditure on staffing, annual cost relating to the service and the purchasing of new equipment required for the running of the service.
- Produce budgetary reports on both Security and CCTV expenditure/income generation.
- Authorise FIMS orders as relevant to the role.
- Responsible for income generation for Torbay Council for the Security and CCTV service.
5. Supervision/Line Management Responsibilities of the post
- Directly responsible for the managing of the Torbay Council CCTV Control Room operations and CCTV staff.
- Directly responsible for the managing of the Torbay Council Security Team mobile security patrol, static guarding duties and security staff.
- Line manage the Corporate Security & CCTV Supervisor in their day-to-day duties in delivery of the CCTV & Security service.
- Allocate and check work on a daily basis relevant to the running of the Security/CCTV Service and the Corporate Security/CCTV Supervisors post.
- Attend meetings with Council departments, partnership organisations and external partners representing Torbay Council and responsible for decision making or resourcing Security/CCTV interest on behalf of Torbay Council.
- Ensure all areas of work within the post holder’s management comply with health and safety policy and requirements and the post holder carries out regular inspection/audit of equipment and procedures maintaining records.
- Share call-out responsibility with the Corporate Security & CCTV Supervisor for out of office advice and support and be prepared to attend CCTV Control Room/Council sites in Torbay on a callout basis if required.
6. Working environment and conditions of the post
- Main duties are office based.
- Covers callout as key holder or in the event of a security incident in Torbay area 24/7 on a rota basis.

- To undertake additional duties as required, commensurate with the level of the job.
- This post involves some weekend and unsociable hours and callout cover.

- The Council operates a Smoke-Free Policy, and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is office based at Town Hall, Torquay, but the post holder may be required to move their base to any other location within the Council at a future date.
