1. Key purpose of job
- Provide high visibility security static and mobile guarding at various Torbay Council properties and Civic Buildings.
- Operating and monitoring Torbay Council’s CCTV system in accordance with the system’s Codes of Practice and Operating Procedures, if required.
- To provide a friendly and efficient front-line Security and Customer Triage service for Torbay Council, operating from Torbay Council properties.
2. Anticipated outcomes of post
- The provision of CCTV support to the Police and other enforcement agencies in detecting and deterring crime and disorder.
- The provision of assistance to other Council Departments in managing Torbay’s Town Centres and enforcing the Local Authority’s regulatory functions.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Providing high visibility Mobile Guarding or if requested Static Guarding of Council property to provide a visible deterrent regarding security issues on Council property.
- Provide Keyholder/Intruder Alarm response for Council buildings and related buildings.
- Being able to deal effectively with verbal and physical confrontation.
- Provide Security Escort cover for Council staff.
- Confronting individuals whose actions are anti-social or not authorised on Torbay Council property.
- Maintain accurate written records, statement writing of incidents.
- Where applicable, taking enforcement action of Council Byelaws, including taking statements, issuing cautions, writing reports for case files and pocketbook entries.
- Liaising with Police, Town Centre Officers and Torbay Council staff to ensure a co-ordinated approach and awareness of local issues.
- Dealing with customers’ security in a triage facility to manage and control queues in Paignton Hub using the appropriate technology provided.
- Offer appropriate signposting for customers including appointments for services offered within Torbay Council offices.
- To undertake the appropriate security, customer care training and IT training needed to carry out triage duties.
- Duties are subject to amendment and revision.
- To undertake any other additional Torbay Council duties applicable to the grade and authorised by the line manager.
- Monitoring CCTV camera images proactively and reactively so as to assist with the detection of crime and other purposes defined in the Torbay Council CCTV Code of Practice, if required to do so.
- To respond in a timely and appropriate manner to all alarm activations monitored by the CCTV Control Room in line with standard operating procedures.
- To maintain clear and accurate records of all incidents, intelligence and other relevant information as directed by the line manager, in accordance with standard operating procedures.
- Assisting the line manager in the provision of CCTV data for use in criminal and civil proceedings, in accordance with the Codes of Practice and standard operating procedures.
- Controlling access and visits to Control Room in line with standard operating procedures.
- Communicating regularly with Police Officers and Police Staff in regard to incidents, observation requests and other general enquiries; ensuring that their information requirements are met in line with relevant legislation, information exchange protocols and standard operating procedures.
- Communicating regularly to other Council Departments, Storenet/Nitenet radio users and Police both by 2-way radio and telephone in a professional manner in accordance with operating procedures.
- Dealing with telephone enquiries/reports from members of the public or other agencies in a polite, professional manner in line with standard operating procedures and/or as directed by the line manager.
- Inspecting equipment for failures and faults and reporting to the duty supervisor and/or relevant service contractor.
- Ensuring the timely dissemination to work colleagues/line manager of any information that may be relevant to the effective running of the service.
- Maintain the Reception area as a tidy and safe working environment.
- To ensure that Data Protection and Customer Confidentiality is adhered to at all times.
- Respond to out of hours call-outs when requested to cover Holiday or sickness.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- The Council operates a Smoke-Free Policy, and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is based at Torquay Town Hall, but the post holder may be required to move their base to any other location within the Council at a future date.
