1. Key purpose of job
- To increase the availability of construction skills and the number of local residents gaining construction related qualifications, work experience and jobs working with schools, local SME’s, subcontractors and Social Enterprises.
- To develop alignment between various employment and skills related support in Torbay and the employment opportunities available through Torbay’s growth and regeneration programme including Town Deal and Future High Streets Fund.
- To facilitate and develop quantitative and qualitative employment, training and community investment outcomes created through the Building Torbay initiative.
2. Anticipated outcomes of post
- An increase in the number of qualified individuals working in the construction sector and supporting delivery of Torbay’s growth and regeneration programme.
- A systemic approach to the implementation, co- ordination and strategic management of Employment and Skills Plans (ESPs) on economic growth and regeneration projects in Torbay providing regular management information and reports throughout the project lifecycle.
- Visibility of Torbay’s commitment to raising the availability of skills in the local construction sector through developing a local campaign to market the ‘Building Torbay’ brand intended to maximise impact and direct linkages into communities and networks.
- Effective partnerships in place with local, regional and strategic partners to support the delivery of agreed Client Based Approach KPIs.
- Ensuring Torbay’s commitment to community wealth building and social value through maximising local skills development and employment through its growth and regeneration programme.
3. List key duties and accountabilities of the post
- Lead on the implementation, co-ordination and strategic management of Employment and Skills Plans (ESPs) on a project by project basis and provide regular management information and reports throughout the project lifecycle.
- Develop an effective monitoring and evaluation model aligned to Torbay Plan objectives and at a regional LEP level.
- Educate, inspire and facilitate stakeholders and other relevant partners to ensure a progressive approach to employment, skills, and community investment is achieved.
- Establish strong links with planning and procurement teams and provide support and expertise in establishing/monitoring project agreements (Client Based Approach), including realistic target setting and minimising bureaucracy.
- Provide a strong coordinating role in terms of signposting and linking across all learning provider networks impartially and act as single point of contact to co- ordinate construction related enquiries.
- Provide guidance and direction to assist contractors with employment and skills obligations (targets) – taking the jargon out of employment and skills; making it is easier and quicker for the entire supply chain to comply.
- Develop long term relationships with Schools; creating opportunities for the private sector to set up work experience placements, remarket careers, and set up high quality curriculum development to put construction into the everyday learning.
- Develop and maintain up to date knowledge of employment and skills legislation/funding streams.
- Facilitate and share ‘best practice’ initiatives with the network; encourage repetition of initiatives as appropriate.
- Liaise and influence internal departments responsible for compiling agreements including section 106’s and resulting ESP’s to ensure apply realistic skills related targets.
- To identify and secure additional funding for the project from a range of sources including grants, partner contributions and section 106.
- To connect local schools, colleges, training providers with Torbay Procurement Group and employment opportunities.
- Facilitate PR opportunities for ‘good news’ stories created as a result of ESPs or other activities.
- Co-ordinate and respond to employment, skills, and community investment enquiries in an efficient and effective manner.
4. Budgetary/Financial Responsibilities of the post
- The post holder will be responsible for a revenue budget the level of which will be set annually and any additional funding that they are able to secure.

- There are no supervisory or line management responsibilities there may be external supplier relationships to manage, i.e., consultants, training partners.

- Working with and supporting colleagues particularly in the Economy and Enterprise team and with staff at all levels within TDA.

Other Information
- TDA is a trading name of Torbay Economic Development Company Ltd which is a company controlled by the Council of the Borough of Torbay.
- This post is based at Tor Hill House but the post holder may be required to move their base to any other location within the TDA at a future date.
- TDA is committed to safeguarding and promoting the welfare of children and applicants must be willing to undergo any checks appropriate to the post applied for. All staff and in particular managers, are responsible for corporate parenting for looked after children and young people within Torbay.

- TDA adopts a Smoke-Free Policy and the post-holder is prohibited from smoking in any corporate buildings or enclosed spaces within the curtilage of buildings. Smoking breaks are not permitted within work time; however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
