1. Key purpose of job
- To effectively manage the day-to-day operations of the Council’s beaches and coastline. (excluding areas managed by the Coast & Countryside Trust) This includes the day-to-day management of all the assets associated with the beaches and promenades.
- To assist the Tor Bay Harbour Authority service to maximise all income in regard to beach facilities and to effectively manage the budgets for the beaches team.
- To follow and implement all relevant policy, practice, legislation and procedures for the provision of a safe and effective operation for the beaches and coastline.
- To delegate appropriate responsibility and authority to staff working on the beaches and along the coastline, consistent with the requirements of the business unit.
2. Anticipated outcomes of post
- A strategic plan for the beach services area of Tor Bay Harbour Authority is produced and implemented to a high standard that meets the needs of the Harbour Authority and wider Council objectives.
- The production of reports, new controls, policies and procedures to mitigate safety risks identified through inspections, surveys and investigations.
- The provision of appropriate technical advice both within the business unit and to other units in the Council, including Council Members, in relation to bathing water quality and the management of the beaches and the coastline.
- Effective management of the beach hut, chalet and cabin business providing good value and service to customers and the council.
3. List key duties and accountabilities of the post
- Deliver effective line management of the operational beach staff including seasonal attendants. This will include monitoring performance, sickness and leave; maintaining the appropriate records and following effective management processes.
- Responsible for reporting non-compliance with statutory legislation for Bathing Water Quality and acting as the statutory Bathing Water Controller for the bathing water in Tor Bay as required in the revised Bathing Water Directive (2006).
- Responsible for following the requirements of all appropriate statutory legislation on the beaches and along the coastline.
- To assist the Council’s Events Team in the delivery of the events programme on the beaches and in coastal locations.
- Assist with the tendering and commercial evaluation of services and facilities on the beaches as required by the business unit.
- To maintain and where possible improve the quality of the facilities and infrastructure at the beaches, promenades, and coastline, whilst acting within Council’s policy and available budgets.
- To ensure that health and safety standards are maintained on the beaches and along the coastline. Undertake risk assessments and ensure that beach staff have training in health and safety regulations, first aid requirements and current legislation.
- To provide performance management information/data so that relevant Key Performance Indicators can be effectively monitored.
- Responsible for maximising the income for all beach facilities (beach hut sites, chalets, and cabins) and assets, and dealing with customer enquiries and complaints.
- To ensure that beach tenants and lessees carry out their obligations in accordance with the terms of their lease.
- To oversee the operation for inspecting and monitoring beach assets and coastal features at all beach locations and ensure that they are maintained to an appropriate level.
- To liaise with internal and external contractors in obtaining quotations and estimates for scheduled works, working within the procurement rules and guidelines.
- To have oversight of the cleaning contracts on the beaches and to report any defects.
- Responsible for the day-to-day management of the Council’s beach hut / chalet operation.
- To handle correspondence concerning operational and service enquiries for beach and coastal amenities, including responding to, and investigating complaints as required.
- Responsible for reviewing and updating all policies, procedures and term & conditions related to Beach Services and the beach hut, cabin and chalet business.
- As an Employee of Torbay Council, all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- Responsible for the day-to-day beach services operational budget, this falls outside the ring-fenced harbour account. ATL income £961,400.00.
- Ensuring that maintenance budgets and other discretionary spend is not exceeded.
5. Supervision/Line Management Responsibilities of the post
- Responsible for the direct line management of three Beach Managers and up to four seasonal agency staff.
6. Working environment and conditions of the post
- Mainly office based but is required to attend any part of 22.5 miles of coastline, working outside in any and all weather conditions in potentially exposed locations.
- Carrying out external site meetings, inspections, audits in coastal locations.
- Responding to emergency call outs to any coastal location. The post holder is expected to respond to call outs for incidents during bad weather.

- Required to access all the beaches and the coastline where safe to do so.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is office based at one of the three Harbour Offices but the post holder may be required to move their base to any other location within the Council at a future date.
