1. Key purpose of job
- Assist the Harbour Master to deliver the safe, efficient, and smooth operation of Torbay Harbour through the effective leadership, management and co-ordination of the waterfront team including Harbour Assistants, third party contractors and or other assigned personnel. Ensuring that the facilities of the Harbour and Harbour estate areas are correctly maintained and safely available to harbour users.
- Assist the Harbour Master in fulfilling both national and local statutory and regulatory requirements including adherence with the Safety Management System in accordance with the Port Marine Safety Code.
- Ensure regularity of waterfront operations through co-ordination and engagement with harbour and other council managers, harbour users and members of the public.
2. Anticipated outcomes of post
- Managing the operational delivery of an efficient, effective and professional harbour within allocated budget and local performance targets to deliver high quality outcomes for all users of the harbour.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council, all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Responsible for safeguarding and promoting the welfare of vulnerable people minors at all times.
- Assisting the Harbour Master (HM), and other Harbour Managers in maintaining efficient harbour control in accordance with the relevant Act & Byelaws pertaining to the operation of the appropriate harbour, mainly: -
- Tor Bay Harbour Act 1970.
- Tor Bay Harbour (Torquay Marina) Act 1983.
- Current Byelaws stemming from the Harbour Acts 1970/1983 Harbour Docks and Piers Clauses Act 1847 and Harbour Act Section 40.
- Assist the HM in maintaining sound Health and Safety practices around the appropriate harbour and the waters therein, including: all piers, steps, walkways, boat launching slips, repair berths, grids, ladders, fenders, pontoons, lifebuoys, vehicles etc.
- Management of all harbour cleaning duties within the Harbour Estate and surrounding walkways as carried out by harbour assistants and relevant contractors. Assisting in monitoring the work required for the above and assisting in ensuring that cleaning duties are carried out as required and to the satisfaction of the harbour managers and public.
- Controlling the public and commercial use of the piers and quay areas and assisting in ensuring the safety thereof, particularly in accordance with the relevant Health and Safety Executive Regulations.
- Assisting the HM and appointed deputies in ensuring the operation and maintenance of all lights within the harbour, Harbour Estate and surrounds, with special reference to all navigational lights and aids; complying with the needs of Trinity House.
- Assisting the HM in controlling the navigation and safe berthing of all vessels utilising the waters and facilities of the appropriate harbour. Attending the harbour outside of set working hours as and when required to deal with any matter requiring special attention, e.g. oil pollution, hazardous substances, vessels adrift, bad weather etc.
- Assisting the Harbour Master in allocating work and monitoring the day to day working routine of harbour staff, to ensure that their duties are carried out as required and to the satisfaction of management. Assisting in directing the operations of security, staff and other contractors.
- Managing routine inspections of harbour fabric and equipment as directed. Provide support to the Deputy Harbour Master/Harbour Master to ensure a programme of ongoing risk management and maintenance is carried out.
- Assisting the Harbour Master in the facilitation of Maritime Events within Tor Bay and its enclosed harbours. Liaising with event organisers and supervising quayside activities.
- Assist the Tor Bay Harbour Master to maintain compliance with the Port Marine Safety Code.
- Assisting the HM in controlling the public and commercial use of the piers and quay areas and assisting in ensuring the safety thereof, particularly in accordance with the relevant Health and Safety Executive’s Regulations. Including responsibility for the safe use of all piers, steps, walkways, boat launching, slipways, repair berths, grids, lifting equipment, ladders, fenders, pontoons, lifebuoys, vehicles, etc.
- Undertaking harbour inspections in order to ascertain any deficiencies i.e. regular formal harbour inspections of harbour fabric, regular inspections of swing, static & pontoon moorings, harbour property and equipment. Maintaining inspection records and taking appropriate action, in consultation with the Tor Bay Harbour Master to ensure a programme of ongoing risk management and maintenance is delivered.
- In consultation with the Business & Administration Manager, assist in effecting the harbour office procedures, including: -
- maintaining daily Harbour Logs and all other records pertaining to harbour administration and ensuring they are submitted appropriately to the parties concerned, as determined by the Tor Bay Harbour Master and/or the Authority.
- collecting dues and charges for use of harbour facilities; allocating moorings in conjunction with the administrative staff and issuing facility forms; writing emails/letters to customers in accordance with Torbay Council standards.

- keeping berthing records for vessels using piers, quays and/or grids for repair, maintenance, etc.
- Undertaking other duties, specific administration and/or related tasks, which may from time to time be assigned.
4. Budgetary/Financial Responsibilities of the post
- Assist in ensuring that maintenance budgets and other discretionary spend is not exceeded as directed by the HM.
5. Supervision/Line Management Responsibilities of the post
- Direct line management of appointed Harbour Assistants.
- Temporary supervision of other harbour staff/agency staff as required from time to time.
6. Working environment and conditions of the post
- The working hours of the post will necessarily reflect the seasonal nature of the job and therefore, both evening and weekend working is a feature for which full recompense has already been incorporated into the salary payable for the post. Occasional weekend and bank holiday working may be expected throughout the year.
- It will be necessary to work on a boat and to proceed to sea. In addition, the post holder will be required to attend the harbour in severe weather conditions and to respond directly to any incident of coastal oil pollution.
7. Physical demands of the post
- Required to manually moving vessels in boat park, move boxes, mooring chains and moored vessels, at time alone.
8. Specific resources used by the post
- The post holder is required to use the following resources:
- Harbour workboat.
- Fast patrol boat.
- Harbour truck.
- Fork-lift truck (2.5 or 3-ton SWL).
- Torquay inner harbour lifting bridge & half-tide cill.
9. Key contacts and relationships
- External:
- Harbour users, external agencies, e.g., Coast Guard, emergency services, contractors, customers, tenants, general public, local businesses.

- Harbour Master, appointed deputies and Torbay council staff.
10. Other duties
- To undertake additional duties as required, commensurate with the level of the job.
- Within Torbay, the council is responsible for the three enclosed harbours of Torquay, Brixham and Paignton. The post-holder may be assigned to any of these Harbours for any period by management as determined by the needs of the When assigned to a particular harbour the post-holder will be required to ensure the safe running and proper management of that harbour as well as contributing to the overall management of Tor Bay Harbour.
- A flexible approach to hours of work will be required in keeping with the traditional role of an Assistant Harbour Master.
- When asked to act as the “on-call” duty Harbour Master you are expected to be generally within the local area in case of an emergency.

- This post is office based at Paignton Harbour, but the post holder may be required to move their base to any other location within the Harbour Authority, Torbay Council at a future date.
